This request for expression of interest follows the general procurement procedures for this project issued under the International Fund for Agricultural Development (IFAD) as part of her contributions to create sustainable employment and income generating opportunities for young people and omen in agriculture and related activities.

The International Institute of Tropical Agriculture (IITA) through its Youth in Agribusiness office is collaborating with the International Fund for Agricultural Development (IFAD) and the Songhai centre in Nigeria to implement the Integrated Agribusiness Hub Project, a unique and comprehensive approach to the establishment, testing and operations of Youth in Agribusiness as well as building a sustainable Agriculture.

The selected Consultant will collaborate with the project team and carry out the followings: Conduct market research towards the adoption of value chains for selected beneficiaries, Develop Business/Investment Plan for the Hub, Connect beneficiaries to innovative and inclusive financing, Execute business services and provide guidance and virtual monitoring to such services replicated by youth led enterprises within and outside the hub, Carry out business planning and finance training through a series of “on board” training modules developed for this purpose, Design and execute strategy for job placements to beneficiaries in employment track and access to financial institutions for beneficiaries in entrepreneurship track, Facilitation of partnerships or collaboration between national, state, local or international partners and the agribusiness startups, Design a verifiable mean of identification and tracking of the beneficiaries during and after the program in a manner that is suitable to both the project and the financial or job organization.

ELIGIBILITY REQUIREMENTS
Interested and competent Contractors wishing to carry out the above listed jobs are required to submit the following documents which will be subjected to verification by the Council:
i. Certificate of Incorporation issued by Corporate Affairs Commission (CAC). Please attach the company’s Article of Memorandum and duly certified forms CAC 1.1 or CAC 2 & 7. Business Name is also acceptable for Services;
ii. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three years (2018, 2019, 2020) expiring on 31st December, 2021, with minimum average annual turnover as stated in the Bid documents;
iii. Company’s Audited Accounts for the last three (3) years-2018, 2019 & 2020,
iv. Evidence of current Pension Clearance Certificate valid till 31st December, 2021;
v. Evidence of current industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
vii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP:
viii. A Sworn affidavit:
• disclosing whether or not any officer of relevant committees of National Agricultural Seed Council or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
• that the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy:
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xii. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
xiii. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.);
xiv. Works: List of Plants/Equipment with proof of Ownership/Lease;
xv. Category C: Evidence of Firm’s current registration with relevant regulatory professional body(ies);
xvi. Category C: Evidence of accreditation by Centre for Management Development (CMD);
xvii. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
xviii. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xix. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

COLLECTION OF TENDER DOCUMENT (CATEGORY A & B)
Tender documents are obtainable from Procurement office, NASC Headquarters Sheda-Gwagwalada on the presentation of original receipt of non-refundable tender fee of N10,000:00 (Ten Thousand Naira) for each Lot paid into National Agricultural Seeds Council TSA/REMITA A/C.

SUBMISSION OF TENDER DOCUMENTS (CATEGORY A & B)
The completed tender documents must be duly registered at the Procurement Unit and submitted in three (3) copies, one (1) original and two (2) copies in two separate envelopes clearly marked “Technical” and “Financial”. Both Envelopes must be submitted in one large sealed envelope, mark with Lot number at the top left Hand corner and addressed to the Secretary Tenders Board, National Agricultural Seed Council, Sheda, Gwagwalada KM29 Abuja-Lokoja High way. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 7th June, 2021.

SUBMISSION OF EXPRESSION OF INTEREST (CATEGORY C)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 10th May, 2021.

1.0 BACKGROUND
The Alape Staple Crops Processing Zone (Agro In¬dustrial Park) is an agro based spatial development initiative designed to concentrate agro processing activities within the area of high agricultural poten-tial to boost productivity and integrate production, processing and marketing of selected commodities. It is purposely built to allow agricultural stakehold¬ers to share facilities to enable agricultural producers, processors, aggregators and distributors to operate in the same vicinity thereby reducing transaction cost and allowing shared business development services for increased productivities and competitiveness.

2.0 SPECIFIC REQUIREMENT FOR EXPRESSION OF INTEREST (EOI)
(2.1) Interested applicants’ corporate bodies must have foreknowledge of zone to be able to coordinate the activities effectively with the Kogi State Government, World Bank, African Development Bank and the Nigeria National Petroleum Corporation (NNPC).
