CONSTRUCTION OF SOLAR DRYER DOMES

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, through its “SEDIN NICOP Project, in Abuja, Nigeria’ commissioned by the European Union and Federal Ministry of Economic Cooperation and Development of Germany, invites qualified construction companies to express their interest, for the project described below:

  • CONSTRUCTION OF 3 SOLAR DRYER DOMES

THE SCOPE OF THE ASSIGNMENT:
The Solar dryer dome should consist of a parabolic shaped roof in which the structure is made up of galvanized iron bars covered with polycarbonate sheets on a concrete floor for the drying of agricultural products such as tomatoes, chili, spices and fruits Inside should be an array of trays on which the products can be placed for efficient drying. It should have an alternative source of power for supplementary heating, to ensure continuous drying in the case of rainy/cloudy days.

DETAILS
• The polycarbonate should be made of 2-3mm UV stabilized food grade polycarbonate (PC) sheet. The polycarbonate must be sealed with appropriate UV resistant sealant, UV mark and Food grade certificate from manufacture is mandatory.
• It should have a capacity of drying 1000 kg-1200kg within 3-4 days attaining a moisture content of about 5-8% for chili and 10-11% for tomatoes.
• The size should range from 7.5x 18m to 8.5x25m
• The trays should be rust free, food grade trays, stainless steel or relevant
• The doors should have appropriate sealant to prevent air infiltration
• Low reflecting, black paint must be non-toxic or relevant coating technology
• The air draught opening of the dryer must have steel mesh preferably air filter to restrict insect and minimize debris
• The solar dome should rest on a concrete base that is 1.5m wider than the size of the dome. The concrete base should be 150mm mass concrete reinforced with 6mm brc wire mesh.
• All parts/components should be low weathering specifications to withstand outdoors effects of weather under local climatic conditions for a minimum period of 10 years (except for the polycarbonate which may require replacement 5 years).
• The alternate source of power should be wood or gas but preferably wood.

3. ELIGIBILITY REQUIREMENTS
Completed Bids must be accompanied with the following documents:
(i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31 December, 2020;
(iii) Evidence of current Pension Compliance Certificate valid till 31 December, 2020;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2020;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2020;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Cross River University of Technology, Calabar or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Accounts for the last three (3) years -2017, 2018 & 2019;
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(xii) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(xiii) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs)
(xiv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. 3. ELIGIBILITY REQUIREMENTS:
Prospective bidders (for Lots A&B) must possess the under-listed requirements to be eligible in this procurement:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2and CAC7. Business Name is also acceptable for Services;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – (2018, 2019 & 2020) valid till 31 December, 2021; with minimum average annual turnover of N20 million;
(c) Evidence of current Pension Clearance Certificate valid till 31 December, 2021;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021;

1.1 Sheda Science and Technology Complex is a Government Parastatal with a mandate to conduct Research and Development in the Advanced Basic and Applied Science, and Maintain High-Quality Advanced Research Laboratories and Facilities in Biotechnology & Genetic Engineering, Chemistry, Physics and Applied Mathematics and Simulation for use by all institutions of higher learning to strengthen the technological base of the Nigerian economy.
1.2 The Federal Government of Nigeria has made provision in the 2021 Appropriation Act for the procurement of Goods, Works and Services in respect of Sheda Science and Technology Complex, Sheda, Abuja. 3. ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including form CAC2 & CAC7;
(b) Evidence of Tax Clearance Certificate for the last three (3) years (2018, 2019 and 2020) expiring on 31st December,2021 with evidence of minimum average annual turnover of at least N50m;
( c) Evidence of current Pension Clearance Certificate valid till 31st December, 2021;
(d) Evidence of current Industrial Trust Fund (ITF) Compliance Certificate valid till 31st December, 2021;
( e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021;
( f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
(g) Sworn Affidavit:
(i) Disclosing whether or not any officer of the relevant committees of the Sheda Science and Technology Complex or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
(ii) That the company is not in receivership or the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
(iii) That none of the Directors of the company has been convicted of procurement fraud in any Country;
(h) Company’s Audited Account for the last three (3) years (2018, 2019, 2020);
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, valuation Certificate, Job completion Certificate and photographs of the projects;
(l) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/ Firm’s Letter Head Paper bearing amongst others, The Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and e-mail address.

Prospective bidders are required to submit, as part of the technical bid requirement, the following mandatory documents, the absence of which disqualifies the bidder from further consideration in the bid process:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2021;

n. Works: List of Plants/Equipment with proof of ownership/lease;
o. Lot 5: Evidence of Firm’s current registration with relevant regulatory professional body(ies);

xv. For IT jobs: evidence of registration/accreditation with Computer Professional Registration Council of Nigeria and National Information Technology Development Agency;
