ENGAGING CONFLICT-AFFECTED COMMUNITIES AND CIVIL SOCIETY IN COMMUNITY SAFETY AND LOCAL PEACEBUILDING IN NORTH-EASTERN NIGERIA 2019 – 2021
TERMS OF REFERENCE EXTERNAL EVALUATION

1. Context
The conflict in North-eastern Nigeria and the Lake Chad region has been ongoing since 2009, destabilizing Adamawa and Borno states, as well as bordering areas in neighboring countries, namely Cameroon, Chad, and Niger. Of the 4 million displaced people (source IOM dec 2021) in the Lake Chad region, approximately 75% reside among host communities, and 79% consist of women, boys, and girls. Over a third of all IDPs reside in areas that are inaccessible to humanitarian agencies, and given the fluid conflict dynamics, access to areas has been changing with time. Before the conflict, despite the absence of state presence and government services, the Lake Chad region was characterized by thriving cross-border trade; however, the conflict and its cross-border impacts have seriously affected economic activities and livelihoods resulting in further ethnic and social tensions in all four countries.

To provide expert technical consultation to the organisation on how it can best achieve its aim of ‘Addressing key drivers of malnutrition within the communities in which Malaria Consortium serves in Sub-Saharan Africa’. This aim is to be met through the development of country-level case studies which profile nutritionally at-risk populations, amplifiers of malnutrition and produce guidance on how the organisation can better target at-risk groups with impactful nutritional interventions which can be included in primary or community-based health care interventions. Malaria Consortium partner countries chosen for case study include Nigeria, South Sudan and Chad.

DESCRIPTION
For of the newly developed MCH HB, plan, design, pre-test and conduct a validation exercise, in preparation for national dissemination for NPHCDA and stakeholders. For maternal and early childhood nutrition and health services: i. Assess end user (pregnant women, lactating mothers, and other primary caregivers) interpretation, data applicability and usability as a health records tool and behaviour change communication material ii. Assess service delivery personnel (including health workers at ANC and child health clinics, community workers and volunteers) usability as a health record tool and behaviour change communication material, interpretation of facility records, and 3-way referral. iii. Following the life cycle, qualify service level information flow iv. Recommend strategies to roll-out the MCH HB across Nigeria.

Description
Introduction

This Terms of Reference (ToR) is for the development and implementation of a knowledge, attitude, and practice (KAP) study including barrier analysis to investigate social and behaviour factors including gender norms to inform a behaviour change strategy for The Resilience and Social Cohesion (peace) in northeast Nigeria project. The ToR describes the context, the expected results, the assignment specifications, expected deliverables, timelines, and payment schedules. It also describes the expected reporting requirements, location of the assignment and duration. As well as the specifications of the professional requirements and how the bidders will be qualified.
