The Water Corporation of Oyo State is in the process of recruiting an individual Consultant to prepare the Project Completion Report for the following project:

URBAN WATER SUPPLY AND SANITATION IMPROVEMENT PROJECT IN OYO STATE

The services Included under the assignment are as follows:
• Carry out a desk review of all project documents and flies with the view to become familiar with them;
• Participate in visits to the project site to verify the completion of the project and hold fact¬ finding sessions with the Executing Agency of the project and other relevant State Government Institutions and donors;
• Conduct Interviews, meetings, and surveys on the socio-economic situation as well as the level of the beneficiary’s awareness of the performance of the project. The interviews will be conducted mainly with targeted communities, local, provincial authorities (where applicable), NGOs, project Implementing and executing agencies, and other stakeholders;
• Review the performance of the Executing Agency with particular emphasis on their financial performance;
• Assess the performance of the different consultants and contractors, as well as the auditors with respect to the technical aspects of the implementation of the project – the designs, works, supervisions, auditing, and project management;
• Compare actual projects implementation performance with appraisal estimates;
• Comment on the attainment of the project objectives and the sustainability of the project outputs;
• Review and comment on the performance of the executing agency, State Government, independent Auditors, the African Development Bank, and other donors which are working in the sector of the two countries.
• Review the financial, social, and economic viability of the project by assessing the social and economic impact of each project;
• Data analysis of project outputs, outcomes including unanticipated project outcomes, job creation, and employment opportunities, and formulate conclusions, draw out lessons and recommendations for future operations, conduct sustainable livelihood assessment In order to identify the potential development for further improving the socio-economic condition in the project areas.
• Collate the preparation of detailed Project Completion Reports in line with the AfDB format.
• Present the report to the Client and undertake corrections and amendments as may be requested by the client for finalization and submission

REQUEST FOR EXPRESSION OF INTEREST (REOI) CONSULTING SERVICES (FIRMS SELECTION)

The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.

The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

THE OBJECTIVE OF THE ASSIGNMENT
The objective of the RAP is to describe the procedures that the project will follow and the actions that it will take to mitigate adverse effects, compensate losses, and provide development benefits to individuals and communities adversely affected by the project. The RAP must identify the full range of people affected by the project and justify their displacement after consideration of alternatives that would minimize or avoid displacement.

THE SCOPE OF THE SERVICES WOULD INCLUDE, BUT NOT LIMITED TO:
The service provider shall carry-out the following tasks:
(a) General description of the Project and affected Project areas
(b) Identification of the potential impacts
(c) Conduct a census of people, land, and/or goods to be affected
(d) Carry-out enumeration and registration of all persons adversely affected by the project, including pastoralists
(e) Conduct socio-economic studies
(f) Analyze the legal and institutional framework governing RAP implementation in Nigeria
(g) Provide detailed (itemized) cost estimates for all RAP implementation activities, including allowances for inflation, population growth, and other contingencies; timetable for expenditures; sources of funds; and arrangements for timely flow of funds; capacity building and training.
(h) Ensure adequate stakeholder consultation with active participation of benefiting/host communities
(i) Develop the methodology to be used for Valuation of assets and compensation for losses
(j) Prepare an implementation schedule covering all RAP activities from preparation, implementation, monitoring, and evaluation
(k) Advise on the implementation responsibilities of various agencies, offices, and local representatives

Prospective consulting firm should have proven capacity to: review technical design for construction/ rehabilitation works and demonstrate relevant experience in carrying out Resettlement Action Plan (RAP).

This assignment will be divided into two (2) phases i.e., RAP preparation and implementation. The RAP preparation phase is expected to last 8 weeks (2 months) commencing immediately after contract signing, while the implementation phase will be “time-based” and will last for eighteen (18) months.

1. BACKGROUND
Nasarawa State seeks to enhance its infrastructure stock for improved competitiveness, and the overall achievement of the objectives of the Nasarawa Economic Development Strategy. This is in line with the States vision for being amongst the top three most competitive states in Nigeria by 2023 in terms of sustained accelerated growth, increased economic opportunities, social inclusion and improved quality of lives of the citizenry. It is in furtherance to this, that a Nasarawa State Infrastructure, and de-risk infrastructure investments in the state.

2. The Nasarawa State Infrastructure Fund (NSIF) is established pursuant to the Nasarawa Investment Development Agency Act, which also specifies its powers, legal characteristics and policy objectives. The core objective of the NSIF is to enhance the development of Nasarawa State Infrastructure sector

3. Further to the above, the Nasarawa State Government is desirous of operationalizing a Nasarawa State Infrastructure Fund and therefore invites credible firms to send in their Expressions of Interest. Specifically, the state government seeks private sector innovation, and efficiency in the overall setup of the NSIF.

4. Interested eligible firms, consortium of firms, or associations of eligible firms shall provide information on their experience and capacity, while demonstrating their ability to deliver the objectives.

The SECURITIES & EXCHANGE COMMISSION, NIGERIA (SEC) has received financing from the African Development Bank towards the cost of regulatory capacity improvements under the RISK-BASED SUPERVISION FRAMEWORK AND CAPACITY BUILDING PROJECT and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for the improvement of the Risk-Based Supervision Framework for the SEC.

SERVICES INCLUDED UNDER THIS PROJECT

This project will involve the development of best practice risk-based supervision inspection manuals and guidelines for the Nigerian capital market. The envisaged activities also include capacity building on prudential risk-based supervision approach including the development or update of relevant risk matrices and models for data analysis and interpretation as well as expansion of existing AML/CFT matrix. Capacity building in risk-based supervision will focus on enhancing SEC’s approach in carrying out its monitoring and supervisory role over all capital market operators namely fund/investment managers, conventional & commodity exchanges, stockbrokers, issuing houses (investment banks) etc.

The Securities & Exchange Commission, Nigeria now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework of October 2015”.
