3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission including Certified True Copy of Form CAC 7 and CAC 2.1 or CAC 1.1. Business Name is also acceptable for Category B;
(ii) Copy of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three years (2018, 2019 and 2020) valid till 31st December 2021, with a minimum overage annual turnover of N20 Million;
(iii) Evidence of current Pension Clearance Certificate valid till 31 December 2021;
(iv) Evidence of current Industrial training Fund (ITF) Compliance Certificate valid till 31 December 2021;
(v) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of valid Interim Registration Report (IRR) expiring 31/12/2021 or valid Certificate issued by BPP;
(vi) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December 2021;
(vii) A Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the Nigerian Maritime Administration and Safety Agency or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that none of the company’s directors has been convicted In any law court for any criminal offense including fraud and financial impropriety; and
• that the company is not in receivership, bankrupt or insolvent.
(viii) Audited Accounts of the company for the last three years (2018, 2019 and 2020);
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating a willingness to provide credit facility for the execution of the project when needed;
(x) Documentary evidence of at least three(3) similar jobs successfully executed/on-going within the last five (5) years including Letters of Award, Valuation/Job completion certificate etc.;
(xi) Category C: Evidence of registration with relevant professional regulatory body(ies);
(xii) Company’s Profile with the signed Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(xiii) Company’s Signed Health, Safety and Environment (HSE) policy.
(xiv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. INVITATION FOR PRE-QUALIFICATION (CATEGORY A)
All Invitation for Pre-qualification with supporting documents (ORIGINAL AND DUPLICATE) neatly packaged in sealed envelope, stating Invitation for Pre-qualification shall be submitted to the office of Head Procurement on or before 11:00 a.m. on Thursday, 29 April, 2021. Late submission will be returned un-opened

5. OPENING OF INVITATION FOR PRE-QUALIFICATION (CATEGORY A)
Submitted Prequalification documents shall be opened immediately after the deadline for submission at 11:00 a.m. on Thursday, 29 April, 2021, at NIMASA Head Office, No. 4 Burma Road, Apapa, Lagos. Late submission will be returned un-opened.

6. COLLECTION OF TENDER DOCUMENTS (CATEGORY B)
Prospective Bidders are requested to collect Bid Documents from the office of the Head Procurement, 5th Floor, Maritime House No.4 Burma Road, Apapa, Lagos, upon presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) only per lot. Payment shall be made to NIMASA’s remita account in any reputable Commercial Bank in Nigeria. After payment, Teller shall be taken to the NIMASA Revenue Unit for issuance of a receipt for collection of Bidding Documents. Note that payment of Tender fee is not required at this stage for Category A & C.

7. SUBMISSION OF TENDER DOCUMENTS (CATEGORY B)
Technical documents shall be enclosed in a separate envelope (marked Technical) and Financial Bid in another envelope (marked Financial). The two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER” stating the “Lot No”, company name and the “Project Title”. The technical bid and the financial bid shall be submitted in duplicate on or before 11:00 a.m. on Thursday, 20 May, 2021 to the address below:

REQUEST FOR EXPRESSION OF INTEREST

PREAMBLE:
The Lagos State Government is desirous of preparing a Model City Plan for Ibeju-Lekki. The objective is to address the observed negative effects of growth and development in the area towards finding solutions to them and managing future growth. This is also in line with the policy of the Government of making Lagos sustainable, resilient and attractive to business through community regeneration and inclusive physical planning. The State, therefore, invites interested Consultants in the built environment registered with the Town Planning Registration Council (TOPREC) to bid for the project.

The successful Consultant would be required to complete the proposed Model City Plan project within Twelve (12) months.

SCOPE OF WORK
The successful Consultant is expected to fully deliver the plan taking into consideration the detailed scope of work as indicated below:
(i) Acquire the most recent GIS map of the study area, establish the base map and the most recent aerial photographs .for the preparation of cadastral maps for the Project Area;
(ii) To undertake comprehensive survey of the existing land use patterns and ascertain the trends and direction of the growth within Ibeju-Lekki Model City Plan in the last 20 years;
(iii) To examine the extent of implementation of the current Lekki Comprehensive Master Plan (2013-2033) in relation to study area vi-a-vis the short, medium and long term infrastructural proposals;
(iv) To carry out traffic and transportation surveys (road and water transport) including public parking facilities with the objective of identifying existing bottlenecks and opportunities that may affect or influence future demand;
(v) To plan linkages, that can solve the existing traffic congestion within the study area;
(vi) Identify and assess the urban infrastructure, facilities and services for the required urban growth of the city for the next 20 years;
(vii) Undertake survey of socio-economic activities and facilities such as school, healthcare, employment opportunities and other related variables for the present and future;
(viii) Carry out in-depth demographic survey in the study area, taking into consideration the existing situation and projected population growth over the next 20 (twenty) years;
(ix) Survey of the existing housing stock and building development patterns, land value and property rating with a view to determining the use, characteristic and intensity of development;
( x) To establish the database of areas that are prone to flooding and proffer solutions;
( xi) To examine the trends, pattern and changes in the development for the last 20 years and make proposals for present and future needs;
(xii) Review the existing pattern of growth and development of the study area and its environs;
(xiii) Identify, the existing major activity centers and location of new centers including business districts;
(xiv) Appraise the effectiveness of the existing laws, regulations and policies on physical development of the area;
(xv) Identify water bodies and natural habitat within study area for the purpose of protection, preservation and adequate containment;
(xvi) To liaise and work with the various stakeholders and initiate public participation in the plan preparation;
(xvii) To take into consideration contiguous settlements of the study area and Integrate them into the plan;
(xviii) To improve and conserve all Identified traditional core areas within the study area to meet acceptable standards;
(xix) To compile an inventory of unique, historical, cultural and scenic areas for the purpose of conservation;
(xx) To take into consideration the Regeneration and reconstruction of Public utilities and infrastructure;
(xxi) Propose the political and administrative structures necessary to achieve the goals of the plan within the context of transparency, credibility, accountability and the Nigerian constitution;
(xxii) Prepare proposal for phasing of the Model City Plan implementation, designate Action Plan areas and ensure preparation of the identified Areas; and Detailed methodology as well as work plan to be used in line with objectives and scope of project.

1. Project Background

1.1. Rationale for the Project
Among AAH beneficiaries of the Food For Peace (FFP) programme in North of Nigeria, in Borno state, Pregnant & Lactating Women (PLW) who are identified as “vulnerable“ qualify for admission into the Porridge Mum programme.
