PROACT has distributed with planting of over 900,000 tree seedlings in Adamawa and Kebbi states and launched a #OP4T (One person 4 tree) campaign, discouraging falling down of trees for firewood. However, in Nigeria, rural households rely majorly on firewood for cooking. These households still cook primarily on three-stone open fires, just as they have done for many of years. They primarily use large branches and logs that are unsustainably harvested from surrounding forests and wooded areas of agricultural lands, a major driver of deforestation all throughout 36 states of Nigeria.

Three-stone fires are very smoky and emit dangerous levels of fine particulate matter “PM2.5” that are inhaled and go deep into the lungs, contributing to health and environmental related hazards. In many Nigerian states, household air pollution from cooking with solid fuels is a leading risk factor contributing to disease and premature deaths. Since women do most of the cooking and at the same time look after their young children, both women and children are extremely vulnerable to harmful household air pollution. In addition, women and children gather firewood at least 2-3 times per week, walking as far as 5 km from their homes to find wood. This amounts to many hours of added drudgery per week, exposing them to attacks and raping.

To avoid the above mentioned challenges, it is very important for the project to support targeted rural households with an alternative cooking fuel, hence procure safe cooking stoves to households and provide a training on the usage and production alternative cooking fuel source (Briquette), this will not only protect them against respiratory diseases and sexual abuses but will also serve as a source of income to the households.

JUSTIFICATION

Distribution of tree seedlings is one of the components through which PROACT has supported 70 communities in Adamawa and Kebbi states, the reasons are to avert desert encroachment, serve as source of nutrition by eating the fruits and as a source of income through selling of the fruits and the eatable leaves in the market, these are long time measures to prevent malnutrition and poverty among households. But to achieve all these, the trees must continue to survive by preventing people from cutting down the trees for firewood. Hence, the need to provide safe cooking stoves and train community partners on production of alternative cooking fuel source (briquettes). Cooking with solid fuel like wood also leads to release in greenhouse gases (GHGs) like carbon dioxide. With the introduction of safe cooking stoves, these climate pollution can be reduced

This is also relevant with SO 1, 2 and 3 of PROACT project which are; Rapid improvement in early recovery, food security and livelihoods for targeted vulnerable farmers and host communities including women and youth, Strengthened resilience, preparedness towards risks and natural resource utilisation for targeted vulnerable small holder farming communities and improved strategic linkages for food security, nutrition security and support to local market systems in Adamawa and Kebbi states.

OBJECTIVES OF THE CONSULTANCY

To train 70 members of VSLF members and local stove sellers on the production and important of the alternative cooking stoves using a ToT approach.

Provide mentorship to the groups willing to start the business of selling alterative cooking stoves.

Provide a training to the members (ToT) on how to make a briquette which they will step down the training to other group members.

To reduce indiscriminate felling of trees.

Enhance environmental sanitation through collection of raw materials scattered in the environment for production of briquettes.

Serve as means of livelihood to vulnerable households.

METHODOLOGY

A consultant (Renewable energy firm) will be hired to supply the stoves and also deliver the training in both states.

Selection (by Federations) of 70 VSLF members across the 70 communities of PROACT will participate during the alternative cooking fuel source training (Briquette) ToT, 10 members per LGA and the training will hold at each 7 LGA level. The consultant will share his plan for the training.

Training of firewood sellers 20 each in Adamawa and Kebbi states.

Purchase produced fuel efficient cooking stoves by trained VSLF members and distribute to other community partners.

Alternative cooking fuel source (Briquette) training: Mixture of carbonized materials with binding agents, Briquette pressers, putting mixtures into pressers, compressing of mixtures to compact, drying of briquettes.

Jan 2021 in Adamawa and Kebbi states.

Expected Deliverables

1) The number of community partners trained

2) Number of trainings held

3) Number of micro businesses started/expanded in efficient energy use

4) Percentage reduction in the number of trees fallen per year

5) Number of governments reviewing policies/laws to save the environment

6) Report of the training*

Qualification and requirement of service providers

o Degree in Entrepreneurship, Development Studies, Rural Sociology, Agricultural Economics, Agricultural Extension and other related fields or Previous experience.

o Demonstrable evidence of hands-on/practical knowledge on similar projects.

o Ability to provide strategic recommendations to key stakeholders.

o Excellent interpersonal and communication skills including ability to facilitate and work in a multidisciplinary team.

o Ability to interact with host government, partners and/or others as requested by Oxfam.

o Ability to relate and communicate in local language (Hausa) is essential.

o Evidence of implementation of the proposed model

TITLE: BASELINE ASSESSMENTS IN EBONYI STATE AND THE FEDERAL CAPITAL TERRITORY UNDER “USAID INTEGRATED HEALTH PROGRAM

1. OVERVIEW
USAID’S INTEGRATED HEALTH PROGRAM (IHP) would like to invite eligible Research Firms to submit Expressions of Interest (EOI) with respect to the technical, managerial and other aspects of the baseline assessment described below. IHP is considering engaging a Nigeria-registered Research Firm to conduct and manage data collection, analysis and reporting for Baseline Assessments in Ebonyi State and the Federal Capital Territory (FCT). This will involve managing the fieldwork component of the assessment at the Local Government Areas (LGAS). Ward Development Committees (WDCs). Health Facilities and Community levels, ensuring the availability and functionality of required human and material resources necessary to implement the data collection, conduct preliminary data analysis and produce a preliminary report.

The proposed assessment seeks to establish baseline estimates and institutional capacity status for planning, capacity building and institutional strengthening. The assessment will assist IHP to evaluate the health system holistically starting from the community and ward, to the facility, to the LGA through to the State level. It will involve community level actors (the WDCs), the health facilities (providers and systems, WDCS, and clients), the Local Government Health Authorities (LGHAS) (systems supporting primary health care), and the MDAS associated with Health in Ebonyi State and the Federal Capital Territory (FCT). The specific objectives of the baseline assessment are:
1. To determine the coverage of key RMNCH + N interventions in the private and public facilities
2. To evaluate the capacity of the health system at all levels to support the provision and scaling up of RMNCH +N services
3. To assess the readiness of primary health facilities, general hospitals and private health facilities to provide proven high impact RMNCH+N interventions
4. To document the key facilitators and barriers to the provision and utilization of effective, integrated and quality RMNCH+N services

Successful Research Firms will manage the fieldwork component of the assessment across Ebonyi State and the FCT at the LGA/AC, WDC, Health Facility and Community levels.
This EOl is open to Nigeria-registered Research Firms who may or may not be resident in any of the IHP states but who are technically capable of providing the required services and willing and able to conduct and manage data collection, analysis and reporting in Ebonyi State and the FCT. This will be a Contract that pays for pre-defined milestones and deliverables.

CRUDAN HUMANITARIAN STAFF EVALUATION FOR THE PURPOSE OF RETENTION AND APPROPRIATE PLACEMENT OF STAFF.

1.0 SERVICES REQUIRED

A consultant that will conduct staff assessment with the aim of guiding the organization on staff placement and retention.

2.0 BACKGROUND
The intervention has been inaugurated since the year 2015 to date, where CRUDAN has supported more than 200,000 direct beneficiaries of the humanitarian intervention in both worst hit states of Adamawa and Borno, Northeast Nigeria. Communities have attested to the great effort and quality of service delivery to our target populations and locations as well. Within the five years of the humanitarian intervention, the unit has battled a lot in the area of staff placement and adequate renumeration due to each staff role and performance. It was clear that some staff were holding to much more responsibilities than others, and yet have equal renumeration at the end of the day. Another concern is about staff competencies.

With this background in mind, CRUDAN seeks an experienced evaluator that will conduct an all-round evaluation and guide CRUDAN on some key areas;

  • Staff retention and placement process
  • Review and link the Humanitarian Management structure with that of CRUDAN Headquarters
  • Budgetary guide in relation to each staff placement

3.0 ASSIGNMENT OBJECTIVES
The objective of this assignment is for the evaluator to conduct staff audit/evaluation to guide CRUDAN on;

  • Staff retention and placement process
  • Review and link the Humanitarian Management structure with that of CRUDAN Headquarters
  • Budgetary guide in relation to each staff placement

4.0 SCOPE OF WORK
In keeping with the assignment objectives, the consultant will be required to specifically:

a. Develop and assess the appropriate methodologies for determining the instrument to be used to conduct Staff Performance Audit/Evaluations:

i. Review each Staff Job Description and other documents which provide guidance on the expectations of each staff performance

ii. Review available reports and other communications provided by each staff based on his assigned role

iii. Conduct one on one interview with each staff and his/her line manger separately.

iv. Have access to relevant documents, e.g. Budget, Management Structure, etc. for review

b. Document findings, analysis and recommendations, make presentation to the CRUDAN Management, and incorporate feedback into final report.

c. Develop evaluation procedures that will clearly identify roles and responsibilities of each staff with these new initiative/findings.

d. Design the most suitable Evaluation instrument to be used, going forward.

5. METHODOLOGY
The Consultant is expected to use acceptable participatory standards and methodologies for developing the Performance Evaluation Instrument. The Consultant should prepare a detailed methodology and work plan indicating how the objectives of the assignment will be achieved.

6. KNOWLEDGE TRANSFER
The approach to the assignment must be participatory. It is expected that the Consultant/Firm will involve the relevant project team and departmental staff (Most especially from CRUDAN Headquarters) in all phases of the assignment so as to secure ‘buy-in’ and knowledge of the methodologies used in the development of the instruments and on the ground participation.

7. DELIVERABLES
7.1 Minimum Standards for Deliverables

The deliverables under this project are as specified in the table below and should be submitted in both hard copy (2) and electronic editable format:

a) use language appropriate for a non-technical audience;

b) be comprehensive, properly formatted and well presented;

c) provide justifications

d) a draft outline is to be submitted and presented to CRUDAN Management Team prior to the final deliverable being submitted.

e) all submissions must show evidence of Consultation.

BACKGROUND INFORMATION:
Nigeria WAY Project Summary MEDA’s Youth Entrepreneurship and Women’s Empowerment in Northern Nigeria project (Nigeria WAY) in Bauchi state is a five-year project that aims at assisting poor, economically active women and youth to increase their income, specifically, those who are involved in agro-processing in the rice, soybean, and groundnuts value chains. Using a private sector approach, MEDA Nigeria works with small scale businesses particularly those led by women and youth, to ensure that they are included in the market system, supporting agro processing with smart incentives. Additionally, the project will work with communities and families to improve the environment where girls grow up and join the market economy.

OBJECTIVE:
MEDA Nigeria WAY requires a Consultant to be a Content Producer to provide up to date and well informed market and business information across a variety of agro-processing activities to/for small entrepreneurs (ENs.) and Small-Scale Businesses (SSBS) particularly women and youths in rice, groundnut and soybeans. To increase the demand for more women voices and information agent in these value-chains and increase their market knowledge of prices, location, volume, and products available. The Consultant will be responsible for story boarding the content and other radio programming, developing the content and seeing it through from pre-production to post-production.

Content to be developed during the period of this contract:
1.20 Minutes Market Information Programme and 40 minutes of interactive live business information segment (total of 60 minutes).
2.A 3-minutes infomercial on safety and health practices for women agro-processors.
3.3 minutes Fuel efficient stoves campaign – multi radio products to advocate for eco stoves which use less wood and alternative briquettes
