INVITATION TO TENDER /EXPRESSION OF INTEREST (EOI)

INTRODUCTION
The National Environmental Standards and Regulations Enforcement Agency (NESREA) is a governmental organization responsible for the protection and development of the environment, biodiversity conservation and sustainable development of Nigeria’s natural resources in general and environmental technology including coordination and liaison with relevant stakeholders within and outside Nigeria on matters of enforcement of environmental standards, regulations, rules, laws, policies and guidelines.

Experience and competent Suppliers/Contractors/Consultants are invited to apply for the Technical and financial bids under category A & B and submit Expression of Interest (EOI) under category C of the various projects of the Agency for the 2021 fiscal year.

SCOPE OF WORKS/GOODS/SERVICE
Interested Suppliers/Contractors/Consultants are expected to indicate their interest in any of the following areas not exceeding two Lots.

CATEGORY A: WORKS

CATEGORY B: GOODS

CATEGORY C: SERVICE

ELIGIBILITY REQUIREMENTS
Interested Contractors should submit the following documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1,1 or CAC2 and CAC7;
ii. Evidence of Company’s Tax Clearance Certificate (or Personal income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years (2018, 2019 and 2020) valid till 31st December, 2021;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2021;
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid 31st December, 2021;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
vii. Category C: Evidence of Firm’s current registration with relevant regulatory professional bodies;
viii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of NESREA or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
ix. Company’s Audited Accounts for the last three (3) years-2018, 2019, 2020;
x. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
xi. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xii. Works: List of Plants/Equipment with proof of ownership/Lease;
xiii. For Supply of Equipment: Letter of Authorization from the Original Equipment Manufacturers (OEMs);
xiv. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicle;
xv. For ICT jobs: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
xvi. Verifiable documentary evidence of at least three (3) similar jobs executed or ongoing in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates;
xvii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
xviii. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s letter head paper bearing amongst others, the Registration Number (RC) as issue by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

COLLECTION OF TENDER/BID DOCUMENTS CATEGORY-A & B
All Standard Bidding Documents are to be collected from the Procurement Unit, Third Floor, NESREA Headquarters, Abuja upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only per lot, issued in favour of National Environmental Standards and Regulations Enforcement Agency (NESREA), Abuja through TSA, The Bidding Documents may collected between the hours of 9am to 4pm Monday through Friday.

Prospective bidders for Category C are NOT expected to pay at this stage except when shortlisted for Request for Proposal (RFP).

SUBMISSION OF TENDER/BID DOCUMENTS-CATEGORY A & B
The Technical and Financial proposals must be prepared as separate documents. Two (2) copies each of the Technical and Financial proposals must be separately packaged in sealed envelopes, clearly marked as either “Financial” or “Technical” with lot number indicated as appropriate. These must then be put together in a single larger envelope which should indicate the name and address of the bidding entity (i.e. Company Name and address) and be addressed to:

Submissions are to be dropped in the designated Tender Box at the Agency’s Conference Room, Ground Floor, NESREA Headquarters, Abuja not later than 12:00 noon on Monday, 5th July 2021.

OPENING OF TECHNICAL BIDS-CATEGORY A& B
Only the technical bids will be opened immediately after the deadline for submission at 12:00noon on Monday, 5th July, 2021 at the Agency’s Conference Room, Ground Floor, NESREA Headquarters, Abuja, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register immediately after submission at the Procurement Unit, Third Floor, NESREA Headquarters, Abuja as NESREA will not be held liable for misplaced or wrongly submitted bids.

INVITATION TO TENDER FOR EXECUTION OF 2021 CAPITAL PROJECTS

1. INTRODUCTION
The Nigerian Institute for Oil Palm Research (NIFOR) is a Federal owned agricultural research institute under the Federal Ministry of Agriculture and Rural Development. The Institute provides support, through research and development to the oil palm, coconut, Raphia, date palm and Shea industry in Nigeria.
In compliance with the requirements of the Public Procurement Act (2007) of the Federal Republic of Nigeria, for certification of standard procedure for procurement of goods and services, the Institute intends to undertake a pre-qualification exercise for the approved capital project for year 2021. Accordingly, the Institute invites competent and interested contractors to indicate interest for pre-qualification to tender for the following projects.
