1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. 739 of 11/30/2008 and on the African Development Bank’s Internet Website (www.afdb.org).

2. The Economic Community of West African States (ECOWAS) Commission has received a financing from the African Development Bank in various currencies towards the cost of Nigeria-Cameroon Multinational Highway and Transport Facilitation Programme for the Bamenda-Enugu Corridor. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for the Supply, Installation, Testing, Commissioning, Maintenance, Training and After Sales Service of IT and IT Related Equipment Delivered to the Joint Border Post at Mfum Border between Republic of Nigeria and Republic of Cameroon.

3. The ECOWAS Commission now invites sealed Bids from eligible Bidders for the Supply, Installation, Testing, Commissioning, Maintenance, Training and After Sales Service of IT and IT Related Equipment Delivered to the Joint Border Post at Mfum Border between Republic of Nigeria and Republic Of Cameroon (hereinafter called “the Goods”). National Competitive Bidding will be conducted in accordance with the Bank’s Rules and Procedures for Procurement of Goods and Works.

CATEGORY A: CASUAL LABOR SERVICES:

SERVICE REQUIRED:
WFP Nigeria needs a private company that will provide casual labor employees services any time a need of such arises. The casual laborer will not be considered as WFP employee but are non-staff personnel engaged for short periods of time to perform duties.

DESCRIPTION OF CASUAL LABOURS DUTIES:
The services are usually of a manual nature, which are temporary, intermittent and seasonal in nature, paid at daily or piecework rates. Typical examples of the services of casual labor include, but are not limited to, stevedoring or other personnel employed in loading and unloading consignments of food and equipment, cleaning and gardening,

MINIMUM REQUIREMENTS FOR REGISTRATION:
(1) Legal business registration with relevant authorities (Corporate Affairs Commission).
(2) Audited financial statement for the last three (3) years.
(3) Valid Tax Clearance Certificate (TCC).
(4) Three (3) reference letters from organizations/entities you have had contracts before. (Previous experience providing casual laborer for international organisations is a plus.
(5) Technical expertise in casual labor services
(6) The ability to provide the services in Nigeria.
(7) The capacity to deploy staff to any destination Nationwide.

CATEGORY B: FOOD RETAILERS AND WHOLESALERS BADE LGA IN YOBE STATE:

SERVICE REQUIRED:
The United Nations World Food Programme (WFP) Office in Damaturu, Yobe State, Nigeria would like to contract retailers in markets around Bade LGA for its voucher food assistance programme targeting beneficiaries in the following wards of Sarkin Hausawa, Gwio -Kura, Tagali/Sugum, Azam-Kura and Usur/Dawayo.

MINIMUM REQUIREMENTS FOR REGISTRATION:
Retailers must have registered shops (must provide the CAC certificate), valid trading licenses, permanent/semi-permanent shops in the Markets in the following wards Sarkin Hausawa, Gwio -Kura, Tagali/Sugum, Azam-Kura and Usur/Dawayo of Bade LGA and be able to provide both fresh and dry nutritious food items to the targeted beneficiaries.

Interested retailers are requested to fill and submit the EOI registration form via email to nigeria.procurement@wfp.org citing the reference number as the subject of the mail on or before 31 May, 2021. After registration, retailers will be assessed and selected for the contracts. Retailers without CAC Certificates and physical shop(s) will not be assessed/selected.

1. INTRODUCTION
Total Exploration and Production Nigeria Limited (TEPNG) operator of the NNPC/TEPNG Joint and Venture invites interested and reputable Contractors with suitable equipment, technical capacity and relevant experience to apply for pre-qualification for consideration to tender for the provision of fire fighting and rescue service.

The work will be executed within Port Harcourt Offices, Residences and may involve responding to municipal fire within Port Harcourt metropolis. They are all accessible by road. The service is expected to commence at the end of the 2nd Quarter of 2021. The contract is expected to be executed for a period of two (2) years with option of one (1) year extension. It is expected that award will be to one contractor.

2. SCOPE OF WORK
The services to be provided shall include as a minimum the following:
a) Provision of Firemen: The CONTRACTOR will provide firemen that have sufficient experience, competences and qualifications that meet the service descriptions.
b) Fire Advisory Role: The firemen shall render fire prevention advisory roles to the COMPANY
c) Fire Prevention: The firemen shall place more emphasis on fire prevention rather than fire fighting. That implies that the firemen shall initiate processes and procedures that would prevent onset of fire.
d) Fire Safety Inspection/Audit: The firemen would carry out fire safety inspection/Audit of the COMPANY facilities and fire fighting equipment at intervals defined by the COMPANY.
e) Fire Fighting Awareness for Staff
f) Servicing and Preventive Maintenance of Fire Fighting Equipment: The CONTRACTOR shall ensure that all the COMPANY fire fighting equipment are maintained functional and up-to the-minute combat ready condition.
g) Emergency Rescue: In fire scenarios or in a situation where a person is trapped in a building (lift, room, etc) the firemen shall act professionally to rescue the trapped person while not putting themselves at safety risk.
h) Fire Fighting & Intervention: Use various equipment and gadgets provided by the COMPANY to suppress and control fire.
i) Fire Incident Investigation: In the event of a fire incident, the firemen may be required to identify, note and preserve evidence that could help investigation & identification of the root cause of a fire incident. They may also be required to give expert support in fire incident investigation.
j) Managing Fire & Rescue Emergency Call Centre
k) Emergency Drills and Exercises: The firemen shall be required to plan, organize and execute (with COMPANY approval) emergency drills and exercises relating to various credible fire scenarios.
l) Firemen Welfare: The CONTRACTOR shall be responsible for the activities and welfare of its employees while engaged within COMPANY facilities.
m) Workmen Compensation & Insurance: The CONTRACTOR shall have a Life Insurance scheme for the firemen.
n) Personnel Protective Equipment (PPE): COMPANY shall provide standard Fire fighting Turn Out Apparels, Proximity Suits, Flame Entry Suits, Firemen Safety shoes, High Visibility Vest, Self-Contained Breathing Apparatus (SCBA), Firemen hand gloves and Firemen helmet. All other PPE such as coveralls, conventional hand gloves, helmets, ear muffs, goggles, safety shoes, etc shall be provided by the CONTRACTOR and must meet the COMPANY PPE standards & specifications.
o) Pension Scheme: The CONTRACTOR shall study the relevant law concerning employee pension and shall subscribe to the one that would serve the interest of his employees’ best
p) Medical: It is the responsibility of the CONTRACTOR to provide medical treatment for his employees.
