SUBMISSION OF EOI FOR SERVICES
CATEGORY A: One (1) copy of spiral bound pre-qualification documents should be sealed in an envelope and clearly marked ‘Expression of Interest’, The name of the company, programme and Lot number should be boldly written on the reverse side of the envelope and should be dropped in a box at the Agency’s Training Room located at the ground floor. The closing date for the submission is 12:00 noon on Monday, 12 April, 2021 and would be virtually opened immediately following the closing on Monday, 12 April, 2021 at 12:00 noon. No Payment is required for EOI.

REQUIREMENTS FOR EOI
(a) Evidence of Certificate of Incorporation by the Corporate Affairs Commission (CAC) including Forms CAC2 an CAC7;
(b) Memorandum and Articles of Association
(c) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31 December, 2021;
(d) Evidence of current Pension Compliance Certificate valid till 31 December, 2021;
(e) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021;
(f) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2021;
(g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2022 or valid Certificate issued by BPP.
(h) Evidence of Original Equipment Manufacturer (OEM)/Representative for the procurement of equipment;
(i) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Small & Medium Enterprises Development Agency of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(k) For ICT projects: Evidence of accreditation by Computer Registration Council of Nigeria and (NITDA);
(l) For Training: Evidence of accreditation by Centre for Management Development (CMD)
(m) All profiles must be binded with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC), Contact Address, Mobile Telephone Number, and e-mail address. The Letterhead Paper must bear the Names, Phone Numbers and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

NOTICE FOR REQUEST FOR QUALIFICATION (RFQ) FOR HIGHWAY DEVELOPMENT AND MANAGEMENT INITIATIVE (HDMI)

1. INTRODUCTION
The Nigerian Federal Road Network totals approximately 35,000km in length, much of which is still in need of further expansion, rehabilitation and presently being hampered by limited budgetary allocations. The development of the Nigerian Federal road network presents an excellent investment opportunity for private sector participation. The Federal Government of Nigeria through the FMW&H is desirous of inviting interested firms or consortium to participate in the qualification process for the selection of concessionaires through an International Competitive Bidding (ICB). The terms and conditions for project implementation with selected concessionaires will be set out in the Concession Agreement to be mutually negotiated.

2. PROJECT OBJECTIVE
The overall objective of the selection process would be the successful procurement of concessionaires with the technical competence, managerial capacity, and financial resources to expand, re-align, rehabilitate and operate the road infrastructure for defined concession tenor for the optimal benefit of the country. The FMW&H developed the HDMI through the PPP arrangement and now invites interested firms or consortium to participate in a value-added concession initiative. The initiative entails expansion (including interchanges where necessary) and rehabilitation of the entire right of way whilst maximizing its economic viability to ensure the long-term sustainability of the initiative.

3. PROJECT SCOPE
The main scope of the HDMI projects for the pilot PPP scheme include: the expansion, re-alignment rehabilitation, and maintenance of the existing road pavements and bridges; construction of interchanges and pedestrian crossings; construction and operations of tolling facilities; installation of weighbridges and operations; installation and operation of intelligent traffic systems for highway remote monitoring; physical patrol of the highway, provision of towing services, ambulance service and refuse management. Work must be done in accordance with the Nigerian and globally accepted standards and specifications. Others include the provision of directional signages, rest areas, and highway illumination, etc. The pilot scheme covers 12 strategic road corridors packaged into the following routes:

ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement process:
a. Evidence of Business Name or Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021; with minimum average annual turnover N20 Million;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2021;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by Bureau of Public Procurement (BPP);
g. Sworn affidavit:
• disclosing whether or not any officer of the relevant committees of the Federal Science and Technical College Ohanso or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
• the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy,
h. Company’s Audited Accounts for the last three years (2018, 2019 & 2020);
i. Evidence of financial capability to execute project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON,CORBON ETC);
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Equipment with proof of Ownership/Lease (for works);
m. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. 3. ELIGIBILITY REQUIREMENTS
The Institute for Agricultural Research in compliance with the PPA 2007, will carry out Prequalification of Companies who respond to this advertisement based on the following requirements:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1, or CAC2 and CAC7; with evidence of Company Annual Returns to CAC for the immediate past 3 years (2018, 2019 & 2020). Business Name is also acceptable for Category C;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020) valid till 31st December, 2021 with minimum average annual turnover of N50 Million;
(c) Evidence of current Pension Clearance Certificate valid till 31 December, 2021.
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021;
(e ) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2021 or valid Certificate issued by BPP;
