1.0 PREAMBLE
The National Institute of Construction Technology and Management (NICTM), Uromi, Edo State, a Federal Polytechnic, was appropriated funds in the 2021 Budget appropriation Act. The budget covers provision for construction, goods, training and empowerment activities to be executed in various parts of Nigeria under Capital and Zonal Intervention (Constituency) Projects. The various activities are grouped into LOTS under Works, Goods, and Services. Accordingly, the Institute hereby invites interested and qualified Contractors / Suppliers/Service Providers to submit pre-qualification documents for the execution of projects as listed below:

ELIGIBILITY REQUIREMENTS
To qualify for consideration, interested companies with experience in similar jobs are required to submit documents listed hereunder. Note that failure to submit any of the under listed documents will lead to disqualification of the Contractor
a. Evidence of incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7
b. Evidence of Company’s Tax Clearance Certificate for the last three (3) year 2018, 2019 and 2020 expiring on 31st December, 2021, with turnovers corresponding to those declared in the Audited Accounts.
c. Evidence of current Pension Clearance Certificate valid till 31st December 2021.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021.
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service provide by submission of Interim Registration Report (IRR) valid till 31st December, 2021 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any Officer of the relevant committees of the National Film and video Censors Board or the Bureau of Public Procurement is a former or present Director or has any pecuniary interest in the bidding and to confirm that the information provided is true and correct in all particulars.
h. Company Audited accounts for the last 3 years (2018, 2019 & 2020).
i. Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
j. Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project including copies of Academic/ Professional qualifications.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
m. Category A: Evidence of current registration with relevant regulatory professional body(ies);
n. All documents for submission must be transmitted with a covering letter under the company firm’s letterhead bearing among others, the Registration number (RC) as issued by Corporate Affairs Commission (CAC), Contact address, telephone number (preferably GSM no) and e-mail address.

COLLECTION OF TENDER DOCUMENTS (CATEGORY B)
Tender Document containing details of specifications for the supplies are to be collected from the office of the Secretary, Procurement and Planning Unit on presentation of evidence of payment of non-refundable tender fee of N10, 000.00 only per Lot (payable to TSA Account of National Film and Video Censors Board) in any reputable commercial bank in Nigeria.

SUBMISSION OF TENDER DOCUMENTS (CATEGORY B)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial Bids with softcopy of financial bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as “Technical Bid or Financial Bid”

Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to:

INVITATION TO BID NOTICE

The International Rescue Committee hereinafter referred to as “the IRC”, a non-profit, humanitarian agency that provides relief, rehabilitation, protection, settlement services, advocacy for refugees, displaced persons and victims of oppression and violent conflict. The IRC has been operating in Nigeria since October 2012 in response to a widespread flood disaster. IRC’s emergency response team, with local partner CISCOPE (civil society coalition for poverty eradication), implemented a project to support livelihoods and improve WASH in kogi state from February to May 2013. This was followed by 3-month nutrition and food security program in the same location from October 2013 to January 2014. IRC has been supporting programming in Adamawa state since early 2014 and expanded into Maiduguri in late 2015. The current projects support WASH, Nutrition, Health, Protection, Education, Food Security, and Livelihood concerns among conflict-affected persons in north-eastern Nigeria.

The RFP is intent to secure competitive proposals to select suppliers or vendors for the International Rescue committee Nigeria Country Office for Master Service and Master Purchase Agreement.
