The International Rescue Committee hereinafter referred to as “the IRC”, a non-profit, humanitarian agency that provides relief, rehabilitation, protection, settlement services, advocacy for refugees, displaced persons, and victims of oppression and violent conflict. The IRC has been operating in Nigeria since October 2012 in response to a widespread flood disaster. IRC’s emergency response team, with local partner CISCOPE (civil society coalition for poverty eradication), implemented a project to support livelihoods and improve WASH in Kogi state from February to May 2013. This was followed by 3-month nutrition and food security program in the same location from October 2013 to January 2014. IRC has been supporting programming in Adamawa state since early 2014, and expanded into Maiduguri in late 2015. The current projects supports WASH, Nutrition, Health, Protection, Education, Food Security, and Livelihood concerns among conflict-affected persons in north-eastern Nigeria.

1.0 INTRODUCTION
The National Agency for the Control of AIDS (NACA) is statutorily responsible for the coordination of the National HIV response. The Agency has received the Global Fund Grant for the Year 2021- 2023. To achieve the set objectives, the Agency wishes to apply these funds in the implementation of its projects through procurement of various Goods and Non-Consultancy Services. Accordingly, and in compliance with international best practices, the Agency hereby invites interested and qualified Contractors/Service Providers to express interest in the procurement of the following Goods and Services.

2.0 SCOPE OF WORK
The comprehensive scope of services, as it relates to the services listed below as well as specification and quantifications concerning items of supplies, shall be provided in the Request for Proposal (RFP) and Tender document respectively when Firms are Successfully Shortlisted in the Agency’s Database.

LOT 7 Provision of Catering Services (i) Provide Tea break (varieties), Lunch(varieties) & eating utensils for grant activities at designated venues within Abuja
LOT 8 Air condition Repair and Maintenance To carry out minor and major repairs and maintenance of air conditioning system
LOT 9 Travel Agency Services Issuance of both Local and International Air Tickets.
LOT 10 Thirty Party Logistics (3PL) Services (i) Provide distribution services for Health, Non- Health, and cold chain as required.
LOT 11 Hotel Services in FCT and 36 State Capitals of the Federation (i)              Provide tea break (varieties), Lunch (varieties) & eating utensils as required.(ii)             Provide hall with functional projector, internet service as requested.
LOT 12 Supply of Automotive Gas Oil (AGO) To supply AGO (Diesel)
LOT 13 Repair of Generators To carry out minor and major repairs and routine maintenance of Generators
LOT 14 Servicing of Agency’s IT Equipment To carry out minor and major repairs on printers, scanners, copiers, or any other IT-related equipment (inclusive of Computers, Printers, Scanners, and Photocopiers, etc) as requested.
LOT 15 Provision of Media Services Production, Publication, and Airing of Mass Media Activities e.g Jingles, Billboard, etc.

Section 1: Introduction

1.1 Introduction: PRO-Cashew is a five-year USDA program implemented by CNFA in Benin, Burkina Faso, Cote d’Ivoire, Nigeria and Ghana. Awarded in December 2019, the goal of the PRO-Cashew project is to boost the competitiveness of West African cashew producers by improving efficiency and quality in production and trade, and by working to develop more coherent regional trade and investment policies for the cashew sector. In doing so, the project strengthens producer capacities and develops incentives to renovate and rehabilitate cashew farms, improve production and quality, and create a more competitive West African raw cashew nut (RCN) for the international market.

The purpose of this RFA is to identify a qualified subrecipient partner to lead implementation of the PRO-Cashew strategy to improve access to inputs for cashew producers, to develop new seedling production systems in nurseries, and to develop rural seedling retail businesses in the cashew-producing states of Nigeria.

The subrecipient will work in collaboration with the Cocoa Research Institute of Ghana (CRIG) to provide cashew input services to Nigerian nurseries. The subrecipient will work with CRIG because Nigeria does not currently have a research center focused on grafting and developing cashew scion banks. These scion banks are essential to ensuring the supply of planting material in Nigeria, which will later allow the Cocoa Research Institute of Nigeria (CRIN) to research the best clones and varieties to promote across the country.
