1. Introduction
The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

2. Background
IHVN was selected as a Principal Recipient to oversee a two (2) year (2019-2022) TB PPM Grant by the Global Fund to Fight AIDS, Tuberculosis and Malaria. In 2016, Xpert MTB/RIF testing was adopted as the first point of diagnosis for all forms of TB in Nigeria but the sub-optimal functionality of these machines have contributed to the low detection rate of TB Case in Nigeria. As part of the activities in the PPM grant, IHVN has been mandated to ensure optimization of selected XpertMTB/RIF machines, on behalf of the National Tuberculosis, Leprosy and Buruli Ulcer Control Program (NTBLCP).

The Government of the Federal Republic of Nigeria has received Credit and Grant financing in the amount of US$ 114.28 equivalent from the World Bank toward the cost of the Covid-19 Preparedness And Response Project (CoPREP) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will not be jointly financed by any agency.

The project will include the following components:
Component 1: Emergency COVID-19 Response
Component 2: Project Management, Coordination, Monitoring and Evaluation

No goods, works, non-consulting services and consulting services shall be procured through open international competitive procurement.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 1, 2017 and August 1, 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and www.ncdc.gov.ng and a newspaper of national circulation in the Borrower’s country and official gazette i.e. the Federal Tenders Journal, www.eternders.com.ng.

The International Rescue Committee, hereinafter referred to as “the IRC”, is a non-profit, humanitarian agency that provides relief, rehabilitation, protection, resettlement services, and advocacy for refugees, displaced persons and victims of oppression and violent conflict. The IRC has been operating in Nigeria in October 2012 in response to a widespread flood disaster IRCs emergency response team, with local Partner CISCOPE (civil society coalition for poverty eradication), implemented a project to support livelihoods and improve WASH in kogi state from February to May 2013. This was followed by a 3-month nutrition and food security program in the same location from October 2013 to January 2014. IRC has been supporting programming in Adamawa state since early 2014, and expanded into Maiduguri in late 2015. The current projects supports WASH, Nutrition, Health, Protection, Education, Food Security and Livelihood concerns among conflict-affected persons in north-eastern Nigeria.

The RFP is intent to secure competitive proposals to select suppliers or vendors for the International Rescue committee Nigeria Country Office to supply Goods and Services (Construction). All eligible Suppliers and Vendors that qualify and are technically competent for the supply of the goods and services in the price list schedule as per various following categories provided are invited to submit their proposals.

Norwegian Church Aid (‘NCA’) is a member of the ACT Alliance and works with people and local actors, especially Faith based actors in many countries where it works in their struggle to eradicate poverty and injustices. We provide humanitarian assistance in disasters and work for long-term development in local communities and societies. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.

NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA works and invest in local partners who are supported through capacity building to enable them have the capacity to respond in a long-term intervention including recovery and development.
