The Federal Republic of Nigeria has received a loan of US$60 Million equivalent from the International Fund for Agricultural Development (IFAD) toward the cost of the Livelihood Improvement Family Enterprise Project- Niger Delta (LIFE-ND) and intends to apply part of the proceeds to payments for Goods, Works, and Consulting/ Non-Consulting services to be procured under this program. Specifically, the program will undertake the following:

(1) Procurement of Works (Rural Roads, Land Development, Water Supply Schemes, markets, Agro buildings, processing and storage facilities), General renovation works.
(2) Procurement of Goods -Office Equipment, Office Furniture, Generating set, GPS Climate Smart Agriculture equipment, Agro Processing Equipment, Agro Inputs.
(3) Procurement of Consultancy and related services including: – Training of incubators and Incubatees/Apprentices, Training on procurement/ financial management, Operation and Maintenance, Supervision Planning and Reporting. M & E services, Procurement Advisory services, Policy and strategy formulation, Agricultural Extension Services, Climate Change and Environment, Rural Institution strengthening, Financial Inclusion Services and Rural Infrastructure Services, General training and Technical assistance , Knowledge Management and Communication services.
(4) Procurement of Non-Consultancy services – Hotel and Catering services, Janitorial services, Office maintenance and security, Event management.

The program includes the following components: (a) Enhancement of economic opportunities for rural youth and women which includes Support to Rural Agribusiness Incubation, Production and Marketing Infrastructure Support to Agribusinesses, Financial Inclusion support for Agric Business, Rural Institution Strengthening and Knowledge Management (b) Program Management and Coordination.

The Jigawa State Government represented by Ministry of Education, Science and Technology, Dutse, wishes to invite interested and reputable contractors with relevant experience and requisite expertise to apply for the prequalification and subsequent tendering for feeding in boarding schools across the state using framework contracts, for a period of one academic session.

1. SCOPE OF SUPPLY:
Supply of various quantities of food stuff in good condition as may be required at various intervals (usually weekly) to the 52 boarding schools in Jigawa State, for the dally feeding/students details of the supply (including the description of load are contained in the bidding documents available for collection as indicated at paragraph 4 below. The supply should be carried out under framework contracts; which entails that an agreement shall be entered into with any successful bidder to supply various quantities of specified food stuff for agreed prices once the food stuff are required by schools at various times within the year.

PRE-QUALIFICATION REQUIREMENT
All Interested competent and reliable contractors are invited to submit the following documents.
(i) Certificate of Contract Registration with Jigawa State Government;
(ii) Evidence of Payment of Taxes clearance for last 3 years;
(iii) Certificate of Registration with Cooperate Affairs Commission (In case of firm);
(iv) Evidence of similar contract such as in Hospital, Prison Yards etc, for minimum of two (2) years;
(v) Evidence of Financial capacity to carry out the contract; minimum of annual turnover of two Million Naira Depending on Enrollment of School.
(vi) Certified true copy of memorandum and article of association.
(vii) Company audited account for last one year.
(viii) Evidence of financial capacity and banking support
(ix) Company average annual turnover of not less than N2M
(x) The financial bid should contain a bid security of not less than 2% of the quoted bid.
(xi) The bid validity period should be 90 days from the deadline of the bid submission date.
(xii) That the company have fulfilled all obligations to pay taxes, pensions and social security contribution.
(xiii) Technical qualification and experience of key personnel.
(xiv) VAT registration and evidence of past remittance.
(xv) A sworn affidavit certified as follows:
(a) That the document submitted are genuine and correct.
(b) That none of the di rectors/partner of the company has been convicted by any court of law.
(c) That none of the officers of the procuring entity is former or present director of the company.

Interested bidders are to collect the Tender documents from the office of the Permanent Secretary, Ministry of Education Science and Technology Dutse, Jigawa State from the date of publication of this advert and between the hours of 9:00AM and 5:00PM

Contractors are assessed for their suitability to undertake contract works in the category and financial level for which they have applied. The assessment will determine if a contractor has satisfactorily demonstrated relevant experience and appropriate performance in the categories for which prequalification is being sought. As a result the contractor may be prequalified for a particular category(s) or assessed as unsuitable for registration in a particular category(s).

Contractors will be advised of the assessment results in writing.

Contractors may apply, at any time, for prequalification, or to upgrade an existing prequalification.
The registration is for two years. Contractors will be advised, in writing, when registration is due for renewal.

1. The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) toward the implementation of the Livelihood Improvement Family Enterprise – Niger Delta (LIFE-ND) Project. This project is aimed at enhancing income, job creation and food security through Agribusiness enterprise development in a sustainable manner for the Niger Delta region. LIFE-ND is using the incubator model as an entry point for the project.

Accordingly, the Cross River State Project Coordinating Office of LIFE-ND invites reputable owners of Agribusiness enterprises with proven competence and experience to submit expression of interest to be incubators to mentor potential incubators/apprentices in their agribusiness and become catalyst for enterprise establishment by incubators including the main source for primary job creation.

2. THE PROJECT DEVELOPMENT OBJECTIVE
The project objective is to enhance income, food security and job creation for rural youth and women through agri-enterprise development on sustainable basis using the incubation model. The achievement of the project objective at the end of the project life will be measured by the following indicators;
(i) at least 25,500 direct beneficiaries of youth and women agri-enterprises directly strengthened or created;
(ii) 50 percent increase in volume of produce by direct beneficiaries;
(iii) 50 percent increase in volume of marketed produce by direct beneficiaries;
(iv) 25 percent value addition is realized through processed produce/product;
(v) 50 percent increase in profit is realized by direct beneficiaries engaged in agri-enterprise;
(vi) 80 percent of direct beneficiaries (20,400) have increased their food security, increased their assets by at least 50 percent and are practicing improved product handling and marketing
(vii) 50 percent of rural institutions promoting youth based profitable agri- enterprises are supported and strengthened;
(viii) Beneficiaries able to access at least 24,000ha of land for agribusiness and
(ix) 10,000 beneficiaries are using improved technologies.

BROAD OBJECTIVE
• To completely change the window blind of CLEEN Foundation Abuja office located at No 26 Bamenda Street off Abidjan Street Wuse Zone 3 Abuja, Nigeria.

BACKGROUND
In line with our desire to beautify our office environment and create a conducive working environment for higher productivity, CLEEN Foundation is calling on suitable professional interior decorators to submit their proposals to the Expression of Interest put out by CLEEN Foundation to undertake the complete changing of all the window blinds at the location mentioned above. The Building is a one storey bungalow with five office spaces which has eighteen (18) windows within the office spaces and six (6) small windows within the rest rooms, kitchen and store. CLEEN Foundation expects that the materials that will be used will be of high quality as well as cost effective. On the day of interview, applicants are expected to come with samples of the blind in at least three (3) different colours for sighting and for further deliberation on which one to settle for. Also, CLEEN Foundation will grant you access to its office building to enable you take stock of what is required if need be.
