1. The ECONOMIC COMMUNITY OF WEST AFRICAN STATES (ECOWAS) Commission intend to use parts of its fund to finance eligible payments under the contract for the Supply and Delivery as well as, Installation and Testing where Applicable of Cisco Firewall, Network Devices, Software and Poly Phones for ECOWAS Commission.

2. The ECOWAS Commission, therefore, invites sealed bids for the supply of aforementioned Equipment in four (4) lots as indicated below:
• Lot 1: Supply, Delivery, Installation, testing, of Cisco Appliances (Quantities and Specifications stated in the bidding document);
• Lot 2: Supply, Delivery and Testing, of Hardware items (Quantities and Specifications stated in the bidding document);
• Lot 3: Supply, Delivery, Installation, testing of Software Utilities (Quantities and Specifications stated in the bidding document);
• Lot 4: Supply, Delivery, Installation, testing of Poly IP Phones, accessories and SBC (Quantities and Specifications stated in the bidding document).

3. The four (4) lots are distinct and indivisible, and the contract will be awarded per lot. Interested bidders with the requisite qualification and experience may bid for one (1), more than one (1) or all four (4) lots.

4. The Bidding Document is only obtainable at the Procurement Division, Directorate of General Administration, ECOWAS Commission, Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja, Nigeria, upon submission of a written request and payment of Two hundred US Dollars (US$200) only by Cash or Bank draft made in favour of ECOWAS Commission, Abuja.
For Bidders outside Nigeria, the Bidding Document can be mailed to interested Bidders upon payment (by Transfer) of non-refundable fee of Two hundred US Dollars (US$200) only to ECOWAS Commission (transfer charges born by the bidder). (Account Details available on request.)

EXPRESSION OF INTEREST FOR THE CERTIFICATION OF SATELLITE TRUCK PARKS (HOLDING BAYS) TO SERVICE LAGOS PORT COMPLEX AND TIN CAN ISLAND PORT COMPLEX VIA E-CALL UP

A. INTRODUCTION
This is to formally inform Maritime Stakeholders and the general public that the Management of Nigerian Ports Authority is introducing an e-call up system for trucks ingressing ports in the Lagos area. The objective is to make Lilypond Truck Park and Tin-Can Island Truck park the transit point for trucks accessing Lagos Port Complex and Tin-Can Island Port Complex.

The Authority (NPA) hereby invites reputable and competent truck park owners/operators interested in their truck park to be used as a satellite truck park for the e-call up system to submit an application for certification of such parks to be deployed as truck parks. The park must be within Lagos State or the immediate environs.

It is pertinent to state that upon certification of the truck park and commencement of operations, only trucks from such satellite truck parks will be allowed access into the Port location via the e-call up system.

B. MINIMUM STANDARD FOR SATELLITE TRUCK PARKS
Below are the acceptable minimum criteria expected of every truck park before its certification and registration on the ‘eto’ platform for the e-call up system;
(i) Truck Park shall be fenced and have adequate 24hrs security.
(ii) Truck Park shall have a gate and automated access control.
(iii) Truck Park shall have a Closed Circuit Television (CCTV).
(iv) Truck Park shall have adequate conveniences for at least 1 toilet per 15 people.
(v) Truck Park shall have twenty-four (24)hrs power supply (electricity).
(vi) Truck Park shall have running water.
(vii) The tarmac (flooring) of the truck park shall be paved.
(viii) Truck Park shall be well illuminated.
(ix) Truck Park shall have a capacity to hold a minimum of one hundred (100) trucks.
(x) Provision shall be made for canteen and relaxation spot.
(xi) Truck Park shall not be located within the Port precinct.
The port precinct includes Apapa Ports — Wharf road Ijora — Mile 2 — Tin-Can Island Port.
(xii) Truck Inspection Office shall be provided for the inspection of trucks/articulated vehicles by VIS, Lagos State and FRSC/NPA Safety Department.
(xiii) Truck Transit Park shall have firefighting equipment.

In addition to the above listed conditions, the company is to attach evidence of incorporation with the Corporate Affairs Commission (CAC) and Tax Clearance Certificate for the last three (3) years.
