INVITATION TO TENDER: PROCUREMENT OF OPERATIONAL VEHICLES, DESKTOP COMPUTERS, GENERATORS AND AIR CONDITIONERS.
1. INTRODUCTION
The Corporate Affairs Commission was established by the Companies and Allied Matters Act (CAMA) of 1990 to regulate and supervise the formation, incorporation, registration, management and winding of companies in Nigeria.
In compliance with the provisions of the Public Procurement Act 2007, the Commission hereby invites competent companies to submit bids for the following projects:

2. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the under-listed documents to be eligible to participate in this procurement:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Memoranda & Articles of Association, Forms CAC 7 & CAC 2 or Form CAC 1.1 (Certified True Copy);
b. Evidence of filling of up to date Annual Returns to Corporate Affairs Commission (CAC):
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019) expiring on 31st December, 2020;
d. Evidence of current Pension Compliance Certificate expiring on 31 December, 2020;
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate expiring on 31st December, 2020;
f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate expiring on 31st December, 2020; Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2020 or valid Certificate issued by the Bureau of Public Procurement;
g. Sworn affidavit disclosing whether or not any officer of the relevant committees of the Corporate Affairs Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last (3) years- 2017/2018/2019;
i. Evidence of financial capability to execute project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates;
k. Only companies certified by Letter of National Information Technology Development
l. Agency (NITDA) as Local Equipment Manufacturers or their authorized dealers are qualified to bid for
m. Lot 2; Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles (Lot 1);
n. Letter of authorisation as representative of Original Equipment Manufacturers (OEM) for bidders of Lot 3&4;
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
3. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Procurement Department, 5th Floor, Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja within the working hours of 9am-4pm (Mondays to Fridays) upon evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Corporate Affairs Commission Remita account in any reputable commercial bank in Nigeria.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Registrar General, Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja and clearly marked with the project title and Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and deposited in the designated Tender Box located at 6″ Floor, Registrar General’s Office, Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja not later than 12:00 noon (Nigerian Time) on Tuesday, 24th November, 2020.
