1.0 INTRODUCTION:
The Central Bank of Nigeria (hereafter referred to as “CBN” or “the Bank”), being the apex Bank of the country, occupies a central position in the economic and social development of Nigeria. In an effort to fulfil its vision of being the best in class among the world’s central banks, the Bank aims at building a capable workforce by providing effective learning and development solution that will close competency gaps and enable the delivery of its strategic objectives.

2.0 The purpose of this RFP is to solicit for a solution that will deliver the necessary knowledge and skill beyond the boundaries of location and time with the benefits of affecting considerable reduction in training cost. It will support all education models, providing a single unified learning delivery system to the extended enterprise of employees, management, and the CBN partners. The Solution will be tightly integrated with the Bank’s talent and performance management functions within the Oracle Human Resources application.

3.0 Proposals from a single vendor or from multiple vendors working together as a team would be considered. The ideal vendor(s) will have certified knowledge and verifiable capacity and experience in the Learning Management industry. Experience in the public sector is preferred, but not mandatory.

INVITATION TO NCC’S VIRTUAL INTERNET OF THINGS (IoT) CODE CAMP AND HACKATHON

The NIGERIAN COMMUNICATION COMMISSION (NCC) as part of its Strategic Vision Plan 2021-2025 identified the need to encourage the development of new technologies and indigenous content through cutting edge research to stimulate sustainable economic growth and development in Nigeria.

Pursuant to the above, the Commission invites Tech Hubs, Innovation Driven Enterprises (IDEs) in Nigeria to enter eligible Start-ups and their solutions in the second edition of the NCC loT Code camp and Hackathon with focus on two categories:
i. Development of loT (Internet of Things) Solutions for Kidnapping and Banditry in Nigeria
ii. Assistive Robotics Solutions for Effective e-Waste Management

The NCC loT Code Camp and Hackathon will promote tech-driven enterprises and the adoption of loT based solutions from ideation to the development of hardware/software solutions as an outcome of the event. The best four solutions, two from each category (First and Runner-up) will receive Grants of N5million each for the development of the Solutions.

ELIGIBILITY
The criteria for participation in the competition include the following:
• The Enterprise MUST provide certificate of registration with Corporate Affairs Commission
• The project should have clear relevance to one of the two categories above
• Clear problem statement, proposed solution and roadmap to deployment
• Proof of concept (which may also include technical feasibility of idea with diagram, algorithm, existing models or case studies, etc.)
• Novelty of solution (including a declarative statement on ownership of intellectual property).
• Solution including prototype development shall be concluded within 3 months of receipt of the Grant (including statement of application of funds)

APPLICATION GUIDELINE
All applications are to be made ONLINE.

There is no cost to enter the competition and full control and ownership of intellectual property of the entries remain with participant.

All entries must be made by a Tech Hub/Innovation Driven Enterprise who will register and submit on behalf of the entry the following documents:
a. Evidence of relationship with the Startup/solution being entered
b. 4-page Executive Summary of the project concept
c. 5-7 minutes video of the pilot project
d. Names, Age, contact details, passport photos and profile of all team members
e. Website (if available)

Interested and qualified Enterprise should submit the following documents above in a zip folder to: https://ncc.gov.ng/iothackathon2021. The subject of the mail should read “Submission from <business name>” and the zipped file named after the business.

The Development Bank of Nigeria (DBN) Plc has received a loan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan towards a contract with a qualified consulting firm providing Information Technology Services to the DBN. The consulting firm (‘Consultants’) will revamp the DBN website using technologies that result in a more mobile-friendly and responsive website with rich analytical capabilities. The Consultants will also be required to deploy digital marketing tools to help increase the online visibility of the Bank’s products and services.

The website revamps aims to achieve the following objectives:
(i) Replace the existing website with a more intuitive and mobile-friendly version, for better engagement with visitors and to sustain the interest of DBN’s target market.
(ii) Improve website management by switching from the current Content Management System to a safer system that is easier to manage internally.
(iii) Introduce the ability to share Intellectual Properties like DBN’s Journals published on the website and written by the Office of the Chief Economist, to stimulate discussions around topical issues affecting MSMEs and the Nigerian economy.
(iv) Introduce a plugin to analytical tools like Google Analytics, to enable monitoring of traffic patterns and improve DBN’s ability to make decisions on ways to improve traffic.
(v) Introduce support for high-quality videos and images.
(vi) Integrate with the MSME learning platform to provide listed online training and tools for PFIs and MSMEs.
The deployment of Digital Marketing tools aims to build the digital marketing capabilities of DBN by:
(i) Defining a strategy for digital marketing.
(ii) Deploying and configuring digital marketing tools for Social Media Marketing, Email marketing. Search Engine Optimization (SEO) marketing and content marketing.
(iii) Aggregate data for analysis and decision making to improve different processes e.g., Monitoring and Evaluation of MSMEs,
The assignment is expected to be completed within a period of six (6) months from the contract start date.
