1. INTRODUCTION
1.1 The Code of Tribunal is saddled with the responsibility of adjudicating on matters of breach of code of conduct for public officers. While ensuring speedy dispensation of justice and proper court records as a competent court of record, the Tribunal needs to digitalize its operations and enhance its case law research system for more effectiveness and efficiency.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is acceptable for Services;
b. Evidence of Firm’s Tax Clearance Certificate(or personal Income Tax Clearance Certificates of all Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021;
c. Evidence of current pension clearance certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
d. Evidence of current industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;

g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Code of Conduct Tribunal or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

INTRODUCTION
The Federal Neuropsychiatric Hospital, Aro, Abeokuta was established in 1944 as an Asylum to render rehabilitation services to Soldiers that were wounded during the Second World War.

By 1954, it became a full-fledged Hospital for the provision of Mental Health Services, Training nd Research in Mental Health and Neurosciences. The Hospital was finally taken over by the Federal Government of Nigeria in 1979 through Decree 92 of 1979.

In compliance with the Provisions of the Public Procurement Act (2007), the Hospital requires the services of seasoned and qualified Security Service Provider in both Aro and Lantoro Annexe of the Hospital.

SCOPE OF SERVICE
• General Security Services at Aro and Lantoro Annexe of the Hospital;
• The tenure is one (1) year in the first instance, renewable annually subject to satisfactory performance.

1.BACKGROUND
The Federal Inland Revenue Service (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. The Service is desirous to continually protect the lives of its staff, property, stakeholders and to ensure the continuous functionality of the installed equipment has made budgetary provision in 2020 for the Engagement of competent Security and Safety equipment Maintenance Companies for FIRS offices Nation Wide in Package E, F&G Key Management System, Fire Alarm Systems and Baggage Scanners, Walkthrough Metal Detectors, Handheld Metal Detector and Under Vehicle Search Mirrors. FIRS is hereby inviting eligible Service Providers to bid for the above-named project in various under the following packages:

OBJECTIVE
The objective of this project is to provide full maintenance and repair services for security and safety systems with 24 hour call-back response.

2. SCOPE OF WORK
The Contractor shall provide all labour, materials, tools, parts, supplies, lubricants, equipment, transportation and supervision necessary to fulfill all requirements of the scope of work. All cost for consumables and parts for repair works required shall be provided by FIRS. The systems that require maintenance are as stated in paragraph 1 above. Detailed scope of work is as stipulated in the tender document

3.ELIGIBILITY CRITERIA: A prospective Vendor is eligible to bid for ONLY two (2) lots in two packages of his choice and for ease of administration, only those having business presence/resident in a region can participate for the Packages/Lots in that particular region. 1. BACKGROUND
The FEDERAL INLAND REVENUE SERVICE (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. FIRS has its headquarters at the Revenue House, which is located in Wuse Zone 5, Abuja. In order to ensure an effective and efficient security system, the Service desires to maintain its IP surveillance system to avoid security bridge of its business environment.

2. OBJECTIVE OF THE ASSIGNMENT:
The objective of this project is to ensure that, the FIRS offices (Revenue House, Annex 1, Annex 2-4) IP Surveillance Systems are working perfectly, without any downtime.

3. DURATION OF THE ASSIGNMENT:
The duration of this engagement is twelve (12) months.

4. SCOPE OF THE REQUIRED SERVICES:
The Scope of work shall include the annual maintenance contract of
the IP Surveillance system in the following lots, also find detailed scope of work in the tender document being provided:

  • LOT1: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE
  • LOT 2: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE ANNEX1
  • LOT 3: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE ANNEX 2-4.

5. MINIMUM QUALIFICATION/EXPERIENCE REQUIREMENT:
The firm to execute the contract shall have extensive knowledge and experience in performing similar jobs. The consultant shall also possess at least five (5 years) experience in working in the Nigerian public sector and permanent presence in FCT. In specific terms, the following should be submitted in support of the application;

i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
ii. Evidence of Tax Clearance Certificate for the last three (3) years valid till December, 2020.
iii. Evidence of current Pensions Compliance Certificate valid till 31st December, 2020.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020.

viii. Sworn affidavit stating:
whether or not any officer of FIRS or BPP is a former or present director, shareholder or has any pecuniary interest in the company/firm and confirming that all information provided are true and correct in all particulars.
A sworn affidavit that the company is not in receivership or financially/Legally Encumbered.
A sworn affidavit that the company is not a replacement for a hitherto tax defaulting company.
iv. Accompanying sworn affidavit of disclosure; to disclose clearly if any of the officers (or related person) of the Federal Inland Revenue Service (FIRS) or Bureau for Public Procurement is a former or present Director of the company and that the company does not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety.
ix. Company Profile with the Curriculum vitea of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
x. Verifiable documentary evidence of at least three (3) jobs executed in the last five (5) years including Letter of awards, Job completion certificate, etc.
xi. Evidence of Original Equipment Manufacturer (OEM) authorization.
xii. All documents for submission must be transmitted with a covering/Forwarding letter under the Company’s/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone number (preferably GSM No.) and e-mail address. The Letter Head Paper must have bear the Names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm.
