Search for Common Ground (Search) is seeking the service of organisations with presence in the North West Region of Nigeria (Katsina, Sokoto, and Zamfara States) for data collection on the impact of the conflicts on Women and Children. Search is primarily interested in organisations with past quantitative and qualitative data collection experience and presence in the target states. The Organization’s profile should induce details of previous data collection experience with a detailed description of the organization(s) and specific tasks worked on. Interested organisations should also include language skills and proficiency levels of local Nigerian languages in their resume and profile.

About Search for Common Ground
Search for Common Ground (Search) will be conducting an in-depth analysis of the impact of conflict on Women and Children in northwest Nigeria. The proposed analysis will provide strategic guidance and direction to UNICEF on the impact of the growing violence and recommended strategies to mitigate the effects. The analysis will highlight the impact of the rise in violence on the socio-economic situation of rural and urban populations, particularly women and children, of northwest Nigeria (Katsina, Sokoto, and Zamfara States), Search’s analysis will highlight the impact of the conflict on livelihoods, coping mechanisms, access to basic services and physical security of women and children in the target states. Search will also develop a framework that will serve as a guide for mainstreaming conflict sensitivity in UNICEF’s programming in northwest Nigeria.

About the Project
Search for Common Ground (Search) with funding from UNICEF is implementing a 2month analysis on the impact of conflict on women and children in North-West Nigeria. Search will be carrying out an in-depth examination of the impact of conflict on women and children in the three most conflict-affected states of Zamfara, Katsina, and Sokoto in northwest Nigeria. Search will deploy a combination of extensive desk review and exploratory research conducted using quantitative and qualitative methodology. This approach will adopt a review of secondary data covering the context before and after the rise in violence in Zamfara, Katsina, and Sokoto Stales. Search will also deploy direct assessment to obtain primary data using mixed methodology (qualitative and quantitative methods) through structured questionnaires and surveys.

MISSION WIDE EXECUTIVE COACHING TO PREPARE AND SUSTAIN LEADERSHIP

1. BACKGROUND
USAID’s Mission to Nigeria has gone through tremendous changes during the past two years, due to the COVID pandemic upheaval in the country. Mission personnel has endured an authorized departure of staff and the resulting lack of staff in a place where it is already difficult to recruit staff.

Simultaneously deteriorating security and insecure environment continues to restrict both official and personal travel within Nigeria, complicating program management and the quality of life.

USAID/Nigeria is comprised of thirteen offices: the front office, seven technical offices (health, education, economic growth, HIV/AIDS, democracy & governance, humanitarian assistance response, office of transition Initiatives), and four support offices (executive office, financial management, program, and regional legal office). In addition, one Regional Legal Officer USDH is located within the Mission.

In 2019 the Mission was approved for 23 new positions in a location that has historically had difficulty in recruiting and retaining staff. In 2020 a new Mission Director brought new leadership to the Mission. Mission management would like to take advantage of the opportunities offered by these many changes and challenges by strengthening core staff, especially FSN, for taking on greater responsibility and providing leadership for the Mission.

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents:
i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Memoranda & Articles of Association, Form CAC1.1 or CAC2 and CAC7 (certify True Copy). Business Name is also acceptable for Services
ii. Evidence of pension clearance certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
iii. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
iv. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
v. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
vi. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the project when needed.
vii. Sworn Affidavit
1. disclosing whether or not any officer of the relevant committees of the Rivers State University, Port-Harcourt or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
2. That the company is not in receivership, insolvent or bankrupt;
3. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offense in relation to fraud or financial impropriator;
viii. Company’s Audited Account for the last three (3) years, 2018, 2019 & 2020, duly signed and sealed by relevant firm;
ix. Company’s profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academics/professional qualification such as ARCON, COREN, QSRBN, , CORBON etc.
x. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including letter of Awards, Valuation Certificates and job completion certificate and photograph of the projects;
xi. Works: List of plants/equipment with proof of ownership/lease agreement;
xii. Services: Evidence of Firm’s current registration with relevant regulatory professional body (ies);
xiii. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address and official company’s address. The letter head paper must bear the Names, Nationalities and telephone number of the Directors of the company of the Directors Company at the bottom of the page.

4.0 COLLECTION OF TENDER DOCUMENTS (CATEGORY A: WORKS)
Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from Procurement Unit upon presentation of evidence of payment of non-refundable Tender Fee of N10,000.00 (Ten Thousand Naira) only, per Lot, paid into the Remitta Account/TSA of the National Horticultural Research Institute (NIHORT), in any Commercial Bank. (The TSA Account Number is to be obtained from the Institute’s Finance & Accounts Department).

5.0 SUBMISSION OF TENDER DOCUMENTS
5.1 Category A – Works:
Prospective bidders are to submit for each of the Lot desired two (2) hard copies of technical bid (including soft copy of Financial Bid in MS Excel format), packaged separately in sealed envelopes and clearly marked “ Technical Bid” or Financial Bid”. Therefore, put the two sealed envelopes together in a bigger envelope addressed to the Executive Director, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State, and clearly marked with the name of the project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at Administrative Block II, National Horticultural Research Institute, Idi-Ishin, Jericho Reservation Area, Ibadan, Oyo State Nigeria on or before 12:00 noon on Monday, 27th September, 2021. Late submission shall be returned un-opened.
