1. THIS Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online of 17th April, 2023 and on the African Development Bank Group’s Internet Website.

2. The Federal Government of Nigeria (FGN) has received financing from the African Development bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I being implemented in the five (5) participating States of Cross River, Oyo, Kaduna, Imo and Ogun and intends to apply part of the agreed amount for this loan to payments under the contract for the Design, Build and Operation of an Agro – Industrial Hub (AIH) and Agricultural Transformation Center in Cross River State.

3. The Cross River State Project Implementation Unit (SPIU) now invites sealed bids from interested and eligible bidders for the Design, Build and Operation of the AIH located off TINAPA road, Adiabo, Calabar and ATC located in Okuku, Yala Local Government Area of Cross River State. The scope of works includes the Design, Build and Operation (DBO) using site-and-services model, of a 131 Ha AIH and 30 Ha ATC.
The facilities to be provided include fencing, administrative block, quality control and social buildings, roads, drainage, power supply and water, sewage/wastewater treatment and solid waste management.

4. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Procurement Policy for the Bank Group Funded operation (October 2015), which is available on the Banks website at http://www.afdb.org.en/projectsandoperations/procurements/new-proedure-policy, and is open to all eligible Bidders.

5. Interested eligible bidders may obtain further information from the State Program Coordinator, Cross River State Program Implementation Unit and inspect the bidding document during office hours i.e. 09:00am to 17:00pm local time at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon the submission of a written application to the address below and upon payment of a non-refundable NGN150,000.00 (One Hundred and Fifty Thousand Naira Only). The method of payment will be by Bank Draft payable to CRS Special Agro – Ind. Processing Zones. The document will not be sent by delivery procedure.

7. Bids must be delivered to the address below on or before 12.00 Noon, local time on 24 February 2025. Electronic bidding will not be permitted. Late Bids will be rejected. Bid will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 24 February 2025 by 12.30 hours local time.

8. All Bids must be accompanied by a bid security amounting to 2% of the contract sum, in the form of a bank guarantee using the format in Section IV of the bidding document and in the currency of the bid.

9. Attention is drawn to the Bank’s Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
