EXPRESSION OF INTEREST AND INVITATION TO MICROFINANCE BANKS AND COOPERATIVE SOCIETIES TO APPLY UNDER THE ONE LOCAL GOVERNMENT, ONE PRODUCT (OLOP) PROGRAMME, 2024 IN THIRTY-SIX (36) STATES AND ABUJA-FCT.
INTRODUCTION
The SMALL AND MEDIUM ENTERPRISES DEVELOPMENT AGENCY OF NIGERIA (SMEDAN) is by this notice inviting Expression of Interest (EOI) as disbursement and loan recovery Mangers from competent Microfinance Banks (MFBs) for implementation of the One Local Government, One Product (OLOP) programme, 2024.
One Local Government, One Product (OLOP) is a programme of SMEDAN that targets existing and viable business enterprises in the agro-processing sector to render financial support and intervention in equipment/machines, working capital and workspace.
In addition, the Agency is inviting viable and existing Cooperative Societies in the agro-processing sector to apply for the OLOP 2024 intervention funds for equipment/machines, working capital and workspace. The request for MFBs and Cooperative Societies is enumerated as follows:

Thus, the under-listed are the requirements for selection of interested MFBs and Cooperative societies.
REQUIREMENTS FOR SELECTION OF MFBs
Interested Microfinance Banks MUST possess the following:
i. Certificate of Incorporation from CAC.
ii. Valid tax clearance.
iii. Valid Operating License from Central Bank of Nigeria.
iv. MFBs must be in operation in the State.
v. MFBs must provide physical address of business operation.
vi. MFBs must be fund disbursement Managers.
vii. MFBs must be ready to take the responsible for recovery and collection of loan repayments from beneficiaries as at and when due and remit same to approved designated bank account.
viii. Past OLOP participating MFBs who wish to participate in 2024 programme must show evidence of clearance of previous outstanding.
REQUIREMENTS FOR SELECTION OF COOPERATIVE SOCIETIES
Interested Cooperative Societies must be registered with Department of Cooperatives in the State or by the Federal Department of Cooperative.
i. The Cooperative Societies must be registered with Department of Cooperatives in the State or by the Federal Department of Cooperative.
ii. The Cooperative Societies must have been in business for at least a minimum of two (2) years.
iii. It must be ascertained that the cooperative Societies are functional, existing, active and viable with proven desire for the emergence of value added products.
iv. The Cooperative Societies must be into agro-processing business.
v. The Cooperative Societies must have potential for market expansion.
vi. The Cooperative Societies must have capacity to pay back the loan component of the funding.
vii. The Cooperative Societies must provide Tax Identification Number (TIN).
viii. The promoters of the Cooperative Societies shall provide two personal guarantors. The guarantors are also to provide their BVNs and the Global Standing Instruction (GSI) mandate. The following can be guarantors: A legal practitioner, registered engineer, licensed medical doctor or pharmacist, civil servant on Grade Level 12 or above, religious leaders, traditional rulers.
SCOPE OF WORK FOR COOPERATIVE SOCIETIES
The OLOP Cooperative Societies Categorization for 2024 is divided into three tier components as follows:
Tier one (1)
Under this category, selection of Cooperative will be based one Cooperative in a Senatorial District per State and Abuja-FCT. A total of thirty seven (37) cooperative societies will be selected to access five million naira (N5,000,000) each. The selected parameters are as follows:
i. The beneficiaries must be Federated (National or State) Cooperatives.
ii. Engaged in Agro-processing in any of the priority sectors.
iii. Active business.
The States to select MBFs and Cooperative Societies are as follows –
 Thirty six (36) States and Abuja-FCT
Tier two (2)
In this category, three (3) Cooperative will be selected in six (6 States, one per Geo-political zone totaling eighteen (18)) Cooperative Societies to access three million naira (N3,000,000) each. The selection parameters are as follows:
i. Cooperative must be past beneficiaries with good credit history with OLOP scheme.
ii. Engaged in Agro-processing in any of the priority sectors.
iii. Active business.
The Geo-political zones and states to select MBFs and Cooperative Societies are as follows:
a. South South – Delta State
b. South East – Enugu State
c. South West – Lagos State
d. North West – Kaduna State
e. North East – Bauchi State
f. North Central – Kogi State
Tier three (3)
Under this category, selection of Cooperative will be based on One Cooperative in a Senatorial District per State and Abuja-FCT. A total of thirty seven (37 cooperative societies will be selected to access two million naira (N2,000,000) each. The selected parameters are as follows:
i. The Cooperative Societies must not be previous beneficiaries of the scheme.
ii. Engaged in Agro-processing in any of the priority sectors.
iii. Active business.
The States to select MBFs and Cooperative Societies are as follows:
 Thirty six (36) States and Abuja-FCT
