1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online of 5th March, 2019 and on the African Development Bank Group’s Internet Website.

2. The Federal Republic of Nigeria has received financing from the African Development Bank in various currencies towards the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the procurement of works for the construction of Mini water Works in Borno state.

3. The Project Implementation Unit, Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme Borno State now invites sealed bids from eligible bidders for the execution of the works for the construction of Mini Water Works at Konduga, Kaga, Hawul, Jere and MMC.

The Jigawa State Government intends to undertake the Construction of Roads across the State, and is hereby inviting interested reputable Civil Engineering Construction Companies to submit their Pre-qualification/Tender documents which includes copies of the under listed and obtain the required tender documents at a non-refundable fee of Five hundred thousand naira (#500,000.00) only from the office of the Director Planning, Research & Statistics, Ministry of Works and Transport, Dutse-Jigawa State not later than Six (6) weeks from the date of this publication.

The projects are as follows:

LOT 1 Construction of Ringim-Facawa- Doko Road – 23.50 km with a completion period of twelve (12) months.
LOT 4 Dualisation of Sambajo Roundabout- KwanarKogi, Hadejia – 1.13 km with a completion period of Eight (8) Months.
LOT 5 Construction of Birnin-Kudu Township Roads- 3.15 km with a completion period of Eight (8) Months

SCOPE OF WORKS:
The Scope of works includes but not limited to the following:
Clearance, Filling, construction of culverts, provision of 150mm lateritic sub-base and base course on carriageway and shoulder, asphaltic concrete overlay, Drainages and associated Road furniture of the entire Road section as per Bill of Engineering Measurement and Evaluation as contained in the bidding documents.

MANDATORY REQUIREMENTS:
1. Certificate of Incorporation with Corporate Affairs Commission,
2. Certified true copy of memorandum and Article of Association;
3. Evidence of Registration with Jigawa State Due process and Project Monitoring Bureau Works Registration.
4. Registration with Jigawa State Ministry of Commerce (Business Premises)
5. Tax Clearance for the last three (3) years.
6. Audited account for the last one (1) year;
7. VAT Registration certificate and evidence of remittance;
8. Evidence of financial capability and Banking support;
9. Company average annual turnover of not less than #2b for Lots 1 and #1b for Lots 4 & 5
10. Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last five (5) years;
11. Company’s profile including names of key professional staff registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc);
12. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions:
13. A sworn affidavit certifying as follows:
(i) That the document submitted for the pre-qualification exercise are not only genuine but correct
(ii) That none of the directors of the company has been convicted by any court of law
(iii) That the company is not bankrupt
(iv) That none of the officers of Jigawa State/Local Government is a present or former director of the company
(v) Any other relevant information that will help in determining the company’s suitability for the work,
Pre-qualification and financial bids shall be submitted in two different sealed envelopes and labeled “Pre-qualification bid” and “Financial bid” respectively with the company’s name indicated at the back of each envelope. Both envelopes should be placed in a sealed third envelope addressed and delivered to the office of the Permanent Secretary, Jigawa State Ministry of Works and Transport not later than Monday, August 2nd, 2021 by 12noon.

1.0 BACKGROUND
Lagos being a coastal State is bounded to the south by the Atlantic Ocean which consists predominantly of saltwater. Saltwater Intrusion occurs naturally to some degree in most coastal aquifers, owing to the hydraulic connection between groundwater and seawater. Like all other coastal communities of the world, saltwater intrusion menace is a peculiar problem within the State.
The Lagos State Government Intends to investigate/map the extent of saline water contamination of groundwater resources in coastal communities in the State and to provide facilities to monitor/mitigate further incursion with the aim of preserving the quality of our groundwater resources and minimizing associated public health challenges and impact of climate change.
The Lagos State Government through the Ministry of Energy and Mineral Resources is hereby seeking for Expression of Interest (EOI) from suitable firms for the execution of saltwater intrusion investigation in coastal communities in Lagos State.

2.0 PROJECT SCOPE
The Scope of Work shall include but not limited to:
(i) Preparation of base map for field geophysical investigation.
(ii) Surface geophysical surveys – Electrical Resistivity method
(iii) Geophysical data processing and interpretation
(iv) Sampling and analysis of wells and boreholes across the study area.
(v) Geochemical analysis of raw borehole water.
(vi) Drilling and completion of groundwater monitoring boreholes.
(vii) Borehole geophysical logging.
(viii) Use Are GIS in production of live upgradeable hydrogeological map/groundwater modelling necessary to ascertain the current states of the environmental media in areas covered for policy formulation on remediation strategies where necessary.
(ix) Recommendation and brief description of best remediation method where necessary
(x) and other methods such as numerical simulation.

3.0 REQUIREMENTS FOR INTERESTED PARTIES
• Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC).
• Evidence of registration with Lagos State Public Procurement Agency.
• Evidence of Tax Clearance Certificate for the last three years.
• Evidence of financial capability/availability of financial resources from reputable bank.
• Abridged company Annual Audited Report for the Immediate past three years.
• Detailed firm profile with Curriculum Vitae of key officers. In case of a consortium, please include details of members and lead.
• Verifiable evidence of successful completion of similar projects (Engagement letters, completion certificates and summary of reports/ abstract).

4.0 SUBMISSION OF EXPRESSION OF INTEREST
The EOI documents shall be submitted In 6 (six) copies In a sealed envelope clearly marked “EOI – Engagement of Consultant for the execution of saltwater Intrusion Investigation In coastal communities In Lagos State” and delivered to the address below. Not later than two weeks from the date of this publication (2 July, 2021).
