1. INTRODUCTION
SPDC hereby invites reputable and competent Nigerian Companies with the requisite expertise, experience, skilled manpower, and technology to apply to be considered for inclusion in the bid list for the above contract.

2. SCOPE OF WORK/SERVICE REQUIREMENTS
The Contract is sub-divided into four (4) Packages:
A. Provision of Casing and Tubular Running Services
B. Provision of Downhole Tools Services (including drill string rentals, Red Adair/Emergency Response services, Movable yard services)
C. Provision of Fishing & Milling Services
D. Provision of Solids Control Services

Contractors are invited to bid for one or more of these packages, if qualified. If bidding for more than one (1) package, separate bids must be submitted for each package.

A. Provision of Casing and Tubular Running Services
CONTRACTOR shall direct, supervise, and control the provision of Casing and Tubular Running Services and associated operations as defined herein, and assume liabilities as provided in the Contract. Consequently, CONTRACTOR shall:
1. Provide full suite of Casing and tubular running equipment and spares (including casing circulating packers) necessary to deliver the required work
2. Provide casing drive system tools and equipment
3. Provide chrome tubular running equipment
4. Provide automated tubular connection integrity systems and equipment capable of utilizing Artificial Intelligence to eliminate connection make-up/break-out errors
5. Provide Tubular bucking service
6. Provide operation, maintenance, inspection, redressing, calibration and repair services for all casing and tubular running equipment.
7. Provide supply, quality assurance and transportation of Casing and tubular running equipment as required
8. Provide high quality engineering support to the Well Delivery Team by using the contractor’s available expertise, databases and computer modeling systems; this shall include (but not be limited to) performing Slip Crushing calculations (to ensure that elevator and or spider slips do not crush tubing or casing), preparation of tubular tallies, preparation of standard step-by-step procedures, contingency measures, anticipated tool requirements, and anticipated cost
9. Provide detailed end-of-job report and Post-Job Evaluation Reports, including detailed event assessment reports for equipment failures
10. Provide inventory Control, Stock Taking Analysis and general warehouse management for applicable equipment
11. Provide well site personnel and shore logistical and maintenance personnel and equipment for the safe and efficient execution of the work.

B. Provision of Downhole Tools Services
CONTRACTOR shall direct, supervise, and control the provision of Downhole Tools Services and associated operations as defined herein, and assume liabilities as provided in the Contract. Consequently, CONTRACTOR shall:
1. Provide drill string rentals, inspection, preservation and handling services
2. Provide full-scale machine shop fabrication service
3. Provide crossover rental service
4. Provide enhanced Drilling Tools including (but not limited to) rotating mousehole, torque twister, pneumatic wrenches, and spiro-torque tools
5. Provide tubular bucking service
6. Provide movable yard personnel and equipment maintenance services
7. Provide lifting & hoisting Equipment Inspection and Certification service
8. Provide Corrosion control service
9. Provide operation, maintenance, inspection, redressing, calibration and repair services for Red Adair/Emergency well control equipment
10. Provide high quality engineering support to the Well Delivery Team using the contractor’s available expertise, databases and computer modeling systems
11. Provide supply, quality assurance and transportation of Downhole tools and equipment as required
12. Provide detailed end-of-job report and Post-Job Evaluation Reports, including detailed event assessment reports for equipment failures
13. Provide inventory Control, Stock Taking Analysis and general warehouse management for applicable equipment
14. Provide well site personnel and shore logistical and maintenance personnel and equipment for the safe and efficient execution of the work.

C. Provision of Fishing and Milling Services
CONTRACTOR shall direct, supervise, and control the provision of Fishing and Milling Services and associated operations as defined herein, and assume liabilities as provided in the Contract. Consequently, CONTRACTOR shall:
1. Provide full suite of Fishing tools, equipment and consumables required to deliver the work including ‘special’ fishing tools and equipment
2. Provide whip stock equipment and running services
3. Provide Under reamer equipment and running services
4. Provide Redress and manufacture mills
5. Provide supply, quality assurance and transportation of Fishing tools and equipment as required
6. Provide operation, maintenance, inspection, redressing, calibration and repair services for Fishing tools and equipment
7. Provide detailed end-of-job report and Post-Job Evaluation Reports, including detailed event assessment reports for equipment failures
8. Provide high quality engineering support to the Well Delivery Team by using the contractor’s available expertise, databases and computer modeling systems; this shall include (but not be limited to) preparation of tubular tallies, preparation of standard step-by-step procedures, contingency measures, anticipated tool requirements, and anticipated cost

D. Provision of Solids Control services
CONTRACTOR shall direct, supervise, and control the provision of Solids Control Services and associated operations as defined herein, and assume liabilities as provided in the Contract. Consequently, CONTRACTOR shall:
1. Provide solids control tools, equipment and consumables (including but not limited to Centrifuges, Cuttings Dryer, Auger, Mud Vac unit, Auger, shaker screens) required to execute the work efficiently
2. Provide periodic and routine maintenance schemes including the supply of necessary equipment spare parts to facilitate regular support to drilling operation at zero downtime
3. Provide personnel to man, operate, maintain, inspect, calibrate and repair all Solids control equipment, to ensure solids content of drilling fluid is within tolerant envelope specified in the drilling program
4. Provide supply, quality assurance and transportation of Solids control equipment as required
5. Provide detailed end-of-job report and Post-Job Evaluation Reports, including detailed event assessment reports for equipment failures
6. Provide high quality engineering support to the Well Delivery Team by using the contractor’s available expertise, databases and computer modeling systems
7. Provide inventory Control, Stock Taking Analysis and general warehouse management for applicable equipment
8. Provide well site personnel and share logistical and maintenance personnel and equipment for the safe and efficient execution of the work

3. MANDATORY REQUIREMENTS
• To be eligible for this exercise, interested Tenderers are required to be prequalified in the appropriate Product/Service Categories in the NipeX Joint Qualification System (NJQS) database.
A. Casing and Tubular Running Services: Product/Service Category 3.04.04
B. Downhole Tools Services: Product/Service Categories 3.04.23, 3.04.24, 3.04.33, 3.04.34, 3.04.35, 3.04.36, 3.13.07, 3.13.08
C. Fishing & Milling Services: Product/Service Categories 3.04.11
D. Solids Control Services: Product/Service Categories 3.04.13
• All successfully pre-qualified suppliers in this category will receive an Invitation to Tender (ITT). However, only TENDERERs who pass the Nigerian Content requirements evaluation as well as the Technical evaluation will have their Commercial bids opened.
• To qualify, you must have a category C Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (NCDMB) for the relevant service package. Only Tenderers who fulfill this requirement will be invited for the Tender.
• To determine if you are pre-qualified and to view the product/service category you are listed for, log on to http://vendors.nipex-ng.com and access the NJQS with your log in details, click on “Continue to Joint Qualification Scheme tool”, click on “check my supplier status and then click “Supplier product group”.
• If you are not listed in a product/service category and you are registered with the Department of Petroleum Resources (DPR) to do business, contact the NipeX office at 8 Bayo Kuku Road off Alfred Rewane Road, Ikoyi, Logos with your DPR certificate as evidence for verification and necessary update. All costs incurred in preparing and processing NJQS prequalification shall be borne by the TENDERER.

• To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.

4. NIGERIAN CONTENT REQUIREMENTS
Tenderers are to note that they will be required to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 as non-compliance will constitute a FATAL FLAW in all tender evaluations. In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their Technical submission:

A. Provision of Casing and Tubular Running Services
• Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate
• Detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative offices) in Nigeria to support this contract.
• In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
• Submit Tenderer’s corporate organizational and project/contract specific organogram. CVs of all personnel (Casing and Tubular Running Services Personnel not limited to Specialist/Engineer, Supervisor, Helper and others as stated in the scope of work) listed in the project organogram should be submitted. For any position to be occupied by expatriates, tenderer shall provide evidence of expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope.
• Provide evidence of at least 50% Nigerian ownership of Casing and Tubular Running Service equipment and tools not limited to full suite casing and tubular equipment and tools, casing drive system tools and equipment, chrome tubular running equipment and others as stated in the scope of work.
• Provide Category C Nigerian Content Equipment Certificate (NCEC) issued by Nigerian Content Development and Monitoring Board (NCDMB) in respect of Nigerian ownership of casing and tubular running service equipment and tools not limited to full suite casing and tubular equipment and tools, casing drive system tools and equipment, chrome tubular running equipment and others as stated in the scope of work

The Government of The Federal Republic of Nigeria had received a loan from the World Bank toward the cost of the North Core Regional Interconnector Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (‘‘the Services”) include the following scope of work:

SCOPE OF WORK
• Carry out an environmental and sanitary inventory before starting work.
• Establish a qualitative and quantitative database of the biological (fauna (terrestrial, avian and aquatic) and vegetation (standing trees and herbs)) and physical (water (surface and underground) and soil/land) components affected in the grip of the line route and on the substation site.
• Achieve the health status of the population and health infrastructure in the project area;
• Produce a cartographic database with the geographic coordinates of the locations (sampling sites, animal concentration area, etc.).
• Produce and submit the related report, including appendices.

The estimated level of effort is 13 staff months. The implementation period is estimated at eleven (11) weeks. The expected start date of the assignment is August 2021.
