PREPARATION OF REGENERATION PLANS
REQUEST FOR EXPRESSION OF INTEREST (EOI)
PREAMBLE
In line with the fourth pillar of the THEMES Agenda of the administration of Mr. Babajide Olusola Sanwo-Olu, the Governor of Lagos State in making Lagos a-21st Century Economy, Lagos State Urban Renewal Agency is desirous of preparing Regeneration Plans for selected blighted areas of the State as a precursor to immediate intervention.
The Regeneration Plans are to improve the living standards and facilitate a business-attractive environment of the subject areas, by stemming the vicious cycle of decay, provide basis for sustainable urban renewal activities and upgrade, as proposed in the subsisting Mainland Central Model City Plan.
The selected blighted areas include:
i. Shomolu/Bariga Communities and
ii. Ifelodun/Ijora/Badia Communities
Lagos State Urban Renewal Agency, therefore, invites interested Consultants in the built environment that are registered with the Town Planners’ Registration Council of Nigeria (TOPREC) and Association of Town Planning Consultants (ATOPCON) to bid for the project. The successful Consultant would be required to complete Regeneration Plans project for each of the study areas within six (6) months.
SCOPE OF WORK
The successful Consultant is required to fully deliver the plan taking into adequate consideration the detailed scope of work and Certificate of Completion as listed as follows:
i. Acquire the most recent GIS map of the study area: establish the base map and the most recent aerial photograph for the reparation of cadastral map for the study area;
ii. Carry out comprehensive surveys of existing land use;
iii. Appraise the existing infrastructure (i.e. roads, drainage, health and educational facilities, etc.) and make projection of needs for the next ten (10) years;
iv. Conduct surveys of existing housing stocks and building development patterns, land value and property rating with a view to determining the use, characteristics and intensity of development;
v. Examine the existing transportation elements and determine the future needs;
vi. Identify existing centres of commercial activities and propose new ones;
vii. Compile an inventory of unique, historical, cultural and scenic areas for the purpose of conservation;
viii. Carry out in-depth demographic survey of the study areas, taking into consideration the existing situation and projected population growth over the next 10 (ten) years;
ix. identity location for informal sector activities Centre’s within the study area; shanties and squatter settlement and proffer appropriate land use;
x. Establish the data base for areas that are prone to flooding and proffer solutions;
xi. Review the existing pattern of growth and development;
xii. Prepare Regeneration Plans and Reports etc.
