1. BACKGROUND OF THE PROJECT
Oxfam is an international confederation of 19 organisations working in over 95 countries worldwide to find lasting solutions to poverty and injustice around the world. Each organization (affiliate) works together internationally to achieve a greater impact through collective efforts. Oxfam’s stated goal is to ensure vulnerable people’s needs are met (saving lives and ensuring sustainable livelihoods), transform attitudes about women’s rights and supporting more active citizenship and a more accountable state and private sector. By adopting a rights-based approach and in solidarity with communities, Oxfam works with partners, public and private sector institutions to achieve a fairer economy with increases in incomes for the poorest and more effective support to those affected by crisis; and to change public attitudes so the rights of women are respected, to achieve a more accountable state and private sector institutions; and a stronger civil society in which women and men know and can claim their rights.

Oxfam, in partnership with Christian Rural & Urban Development Association of Nigeria (CRUDAN) and Development Exchange Centre (DEC), is implementing a 60 month Project funded by the European Union and Oxfam in Adamawa and Kebbi States of northern Nigeria. The Project is titled “European Union Support to Food Security and Resilience in Northern Nigeria (PROACT)”, and is being implemented across more than 70 rural communities in 7 Local Government Areas of the two States (4 LGAs in Adamawa and 3 LGAs in Kebbi).

PROACT has been strengthening the capacities of about 70,000 rural households who rely on agriculture and natural resource-based livelihoods through best practice knowledge transfer, household/productive assets accumulation, financial inclusion services, linkages to market systems, climate change adaptation, and social safety programs among others. There has been some reported evidence of increase in productivity and improved wellbeing among project participants in the 70 rural communities. PROACT interventions have contributed to an improved food security situation across the communities, as more foods are produced for household consumption and for enhanced household income generation. Now in its fifth year of implementation, PROACT has demonstrated that resilience programming targeted at rural populations should be multi-dimensional and comprehensive enough to stimulate far reaching change process for vulnerable households.

BACKGROUND
Norwegian Church Aid (‘NCA’) is a member of the ACT Alliance and works with people and local actors, especially Faith based actors in many countries where it works in their struggle to eradicate poverty and injustices. We provide humanitarian assistance in disasters and work for long-term development in local communities and societies. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.

NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA works and invest in local partners who are supported through capacity building to enable them have the capacity to respond in a long-term intervention including recovery and development.

Companies in Borno States and Abuja (FCT) who are interested in the under listed categories with proven track records are encouraged to express interest.
