PURPOSE
The Ministry of Agriculture hereby solicits for Expression of Interest for the engagement of Service Providers, who would ensure identification, registration and monitoring of all Feed Millers operating within Lagos State with a view to curtailing feed nutrients’ insufficiency and/or excesses, thus improving food safety and quality, reducing feed production cost and maximizing the sub-sector’s potential for employment generation.

BACKGROUND
Animal Feed has a direct influence on the quality and safety of animal products such as egg, poultry, meat, fish etc. With a total of 600,000 MT of feed estimated to be produced in Lagos State on an annual basis for the livestock and fisheries industries, consumers and farmers within these industries expect feed manufacturers, distributors and retailers to supply safe and high quality feeds. However, empirical evidence on the reliability of Feed Analysis Data suggested an inconsistency in the composition of the feed ingredients in variance with standard dietary requirements (United Nations Food and Agriculture Organization, FAO 2011).

In view of the sub-sector’s potential to provide direct and indirect employment for over five (5) million people in Lagos State, as well as the need to ensure quality feed production and safe, value-oriented consumption, the Lagos State Ministry of Agriculture urgently desires to identify, register and monitor all Feed Millers in the State. Therefore, eligible applicants are invited to express their interests as Service Providers to carry out the under-listed services, amongst others, in collaboration with the Ministry:

Identify Feed Millers in the State; ii. Ensure that the Feed Millers are registered with the State for easy regulation and monitoring; iii. Monitor and update the registration status of the identified and registered Feed Millers on an annual basis; Ensure that Lagos State Government-approved laboratory tests and analyses are carried out on random samples collected from each Feed Miller on a regular basis;

1.0 BACKGROUND
The Alape Staple Crops Processing Zone (Agro In¬dustrial Park) is an agro based spatial development initiative designed to concentrate agro processing activities within the area of high agricultural poten-tial to boost productivity and integrate production, processing and marketing of selected commodities. It is purposely built to allow agricultural stakehold¬ers to share facilities to enable agricultural producers, processors, aggregators and distributors to operate in the same vicinity thereby reducing transaction cost and allowing shared business development services for increased productivities and competitiveness.

2.0 SPECIFIC REQUIREMENT FOR EXPRESSION OF INTEREST (EOI)
(2.1) Interested applicants’ corporate bodies must have foreknowledge of zone to be able to coordinate the activities effectively with the Kogi State Government, World Bank, African Development Bank and the Nigeria National Petroleum Corporation (NNPC).
(2.2) Certificate of Incorporation with CAC
(2.3) Certificate of Registration from Kogi State Bureau of Public Procurement.
(2.4) Registration with Kogi State Government and Ministry of Agriculture.
(2.5) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate.
(2.6) Company Tax clearance for the last 3 years.
(2.7) Evidence of Current Pension Compliance from PENCOM.
(2.8) Evidence of Current Compliance with the Industrial Training Fund ITF Act No. 19 of 2011.
(2.9) Evidence of registration on the current National Database.
(2.10) Company Audited Account for the last 3 years.
(2.11) Bank reference from a reputable commercial Bank with a commitment to provide loan facility for the execution of the job.
(2.12) List of key Personnel and Evidence of Proficiency and Experience.
(2.13) A sworn affidavit that none of the Company Directors has been convicted anywhere for criminal offense, including fraud or financial impropriety.
