1.0 INTRODUCTION
The National Sugar Development Council, (NSDC) was established by Decree 88 of 1993, now an Act of the National Assembly, Act Cap. No. 78LFN of 2004. Amended in 2015 to catalyze the development of the Sugar Industry. The Council in pursuing its mandate has developed the Nigeria Master Plan (NMSP).

The Management of the National Sugar Development Council (NSDC) hereby invites reputable, competent, and experienced Consultants for the submission of Expression of Interest (EoI) for the Consultancy Services to produce Monitoring and Evaluation (M&E) Framework for the Nigeria Sugar Master Plan (NSMP) 2021/2022. For the Nigerian Sugar Development Council.

3.0 ELIGIBILITY REQUIREMENTS:
Eligible Consultants wishing to submit Expression of Interest (EOI) should submit the following:

i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name where applicable;
ii. Evidence of Firm’s Tax Clearance Certificate(or personal Income Tax Clearance Certificates of all the partners in case of Business name) for the last three (3) years valid till 31st December, 2021;
iii. Evidence of pension clearance certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
iv. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
vii. company’s profile with the curriculum vitae of key staff to be deployed for the project,
a. Project Director – over 15years in leading similar projects.
b. Agricultural Expert – Minimum of ten (10) years’ experience in the development of sugar or any other agricultural crop
c. Monitoring and Evaluation Expert – Minimum of ten (10) years in monitoring and Evaluation
d. Capacity building and Change Management Expert-Minimum of ten (10) years’ experience in capacity building and change management
e. Strategy and Policy Development-Minimum of ten (10) years’ experience in Strategy and Policy Development
viii. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates/job completion Certificate:
a. The Firm should have consulting experience not less than ten (10) in Sugar Industry
b. Experience in executing a minimum of three (3) projects in developing a Monitoring and Evaluation framework in the last five (5) years;
c. Experience in executing a minimum of three projects in capacity building and change Management in the last five (5) years
d. Experience in strategy, policy development, preferably in regulatory oversight, supervision, reporting and enforcing policies and mandates
ix. company’s Audited Account for the last three (3) years-2018,2019,2020;
x. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. 1. INTRODUCTION
The Federal Government of Nigeria has approved the development of salt deposits in Ebonyi State and the Nigeria brine belt situated in the Benne Trough.

2. BACKGROUND
The proposed infrastructure will increase the viability for a salt operation in Ebonyi State, specifically in the vicinity of the Okposi and Uburu Lakes. These lakes are located within the lower Benue Trough region, hosting three major brine fields: Abakaliki, Keana-Awe, and Mutum Daya. The chemical profile of brine collected in the lower region, on average, is approximately equivalent to that of seawater.

3. OVERVIEW OF THE SOLID MINERALS DEVELOPMENT FUND
The Solid Minerals Development Fund (“SMDF” or the “Fund”) is a Government-owned Fund established to drive investments in Nigeria’s mining sector. The Fund was established in 2007 by the Federal Government of Nigeria through the 2007 Minerals and Mining Act. SMDF is a unique government funding vehicle focused on driving critical interventions that maximize the recovery and impact of capital deployed. One of the main objectives of the Solid Minerals Development Fund is to provide infrastructure in mines land

4. SCOPE OF WORK
The proposed critical infrastructure involves the construction of a retaining wall along the shores of the brine lake to support the commercial viability of an integrated salt exploration and production project.

1. The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses, and liability of any kind or nature brought by any party in connection with the Value Chain Development Programme.

2. The Federal Government of Nigeria (hereafter called the Borrower) received a credit from the International Fund for Agricultural Development (IFAD) (hereafter called loan) and implemented a six-year FGN/IFAD assisted Value Chain Development Programme (FGN/IFAD/VCDP) in six states of Anambra, Benue, Ebonyi, Niger, Ogun, and Taraba, within five Local Government Areas each in all the states. Having successfully implemented the project to its conclusion on December, 31st 2019, the Programme was commended.

Consequently, on Federal Government’s formal request, it received an additional financing credit of $89.1million to directly improve the livelihoods of approximately 100,000 households – 90,000 smallholder producers, 9000 processors, and 1000 traders) in nine States. This translated to the inclusion of three additional States of Enugu, Kogi, and Nasarawa to the existing six States. Within each of these three States, five Local Government Areas with comparative advantages and potentials in the production, processing, and marketing of the Programme’s mandate crops-Cassava and Rice will be intervened in. This implies a total of 63LGAs: 8No LGAs in each of the six VCDP-States and 5No LGAs in each of the three VCDP-AF States. This scaling-up of the activities entailed an extension of the implementation period of three years bringing its completion date from 31st December 2019 to 31st December 2022.

– Disclosing whether or not any officer of the relevant committees of the Metallurgical training Institute, Onitsha or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

j. Unabridged Company’s Audited Accounts for the last three years- (2018, 2019 and 2020);
k. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
l. Detailed company’s profile curriculum vitae of key staff to be deployed for the project and copies of their Academics/professional qualifications;
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. The letter head paper must bear the Names and Nationalities of the Director of the company at the bottom of the page, duly signed by the authorized officer of the firm.
