In 1964, the riparian countries of the Niger River and its tributaries created the Niger River Commission (NRC). In 1980, the Niger Basin Authority (NBA) replaced the Niger River Commission, with nine member countries (Benin, Burkina Faso, Cameroon, Cote d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad).

The NBA was assigned the mission to promote cooperation between member countries and ensure integrated development of the basin by developing resources in the fields of energy, hydraulics, agriculture, livestock, fishing and fish farming, forestry and logging, transportation, industry and communication.

The NBA has started the transition to the Programme Approach. To this end, an Institutional and Organizational audit was carried out in 2016 and completed in 2019. This audit specified the products and services expected of the NBA and a draft organizational chart was proposed by a regional workshop held in Niamey from March 12 to 14, 2020, pursuant to Resolution No.4 of the Extraordinary Session of the Council of Ministers held on November 26, 2019 in Abuja, Federal Republic of Nigeria. This draft organizational chart will be submitted to the next session of the Council of Ministers.

To take into account the identified shortcomings, the existing procedure manuals must be revised to adapt them to international standards in terms of organizational and management practices.

It is within this framework the NBA intends to finance the contract relating to the recruitment of a CONSULTANT (CONSULTING FIRM) CHARGED WITH

The overall objective of this consultation is to revise the Administrative, Financial and Accounting Procedures Manual and the Procurement Regulations with a view to improving NBA’s governance.

INTRODUCTION
The Executive Governor of Kwara State, His Excellency, Mallam Abdulrahman Abdul Razaq, as part of his effort to develop and improve sporting activities in the state, has approved the Construction of Table Tennis Complex at the Kwara State Stadium Complex, Ilorin.

SCOPE OF PROJECT

ELIGIBILITY REQUIREMENTS
Interested and competent Companies wishing to bid for the project are requested to submit their company profiles which shall include the following:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).
ii. Evidence of Company Incomes Tax Clearance for the last three (3) years (2018, 2019 and 2020).
iii. Evidence of current Pension Compliance certificate valid till 31st December, 2020.
iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2020.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2020.
vi. Evidence of Registration with Kwara State Public Procurement Agency.
vii. Company Audited Accounts for the last three (3) years (2018, 2019 and 2020).
viii. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial Bank in Nigeria.
ix. Company’s profile with Curriculum Vitae of key staff including their academic and professional qualifications.
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years Including Letters of Awards, Valuation Certificates, Job Completion Certificates, etc.

COLLECTION OF BID DOCUMENTS
Interested Companies should as from 6th May, 2021, obtain Bid Documents from the Kwara State Ministry of Sports and Youth Development upon payment of appropriate non-refundable Tender Fee.

SUBMISSION OF BID DOCUMENTS
Prospective Bidders should submit completed Technical and Financial bids documents in two separate sealed envelopes. The two envelopes should be enclosed in a larger envelope and clearly marked “Tender for the Construction of Table Tennis Complex” at the right-hand corner of the envelope with the company name behind and addressed to The Permanent Secretary, Ministry of Sports and Youth Development, Ahmadu Bello Way, Ilorin, Kwara State.

CLOSING DATE/OPENING OF DOCUMENTS
Submission of Bid closes on 17th June, 2021, at 12 Noon and late submission shall not be considered. Bid will opened on the same day and time in the Ministry of Sports and Youth Development Conference Room.
