1.0 PURPOSE:
The Lagos State Electricity Board (LSEB), being the implementing Agency for Energy Development, Independent Power Projects and Public Lighting Infrastructure in Lagos State, hereby make Request for Proposal/Expression of Interest from prospective Consultants/Contractors with the objective of Prequalifying these Consultants/Contractors to develop a data base of service providers with which the Lagos State Electricity Board will partner in subsequent Engagement of Consultant for the Collection of IPP Energy Consumption Charge from LASG Estates

1. INTRODUCTION
Following approval of the Federal Roads and Bridges Tolling Policy, the Federal Government of Nigeria through the FMW&H is desirous of inviting interested firms or consortium to participate in the Request for Qualification (RFQ) exercise for the selection of concessionaire to Design, Build Operate and Transfer a Central Clearing House (CCH) for Toll Operations on Federal Highways, through an International Competitive Bid (ICB). The terms and conditions for project implementation with the selected concessionaire will be set out in the Concession Agreement to be mutually negotiated. Meanwhile, National Information Technology Development Agency (NITDA) and Infrastructure Concession Regulatory Commission (ICRC) have issued the requisite Clearance and Outline Business Case (OBC) Compliance Certificates, respectively.
