CALL FOR BIDS TO SUPPLY AND DELIVER 1130 TONS OF CEREAL TO THE REGIONAL FOOD SECURITY RESERVE

1. The Economic Community of West African States (ECOWAS) Regional Food Security Reserve (RFSR) was established in 2013 as the third line of defense for preventing and managing food crises in the sub-region. Accordingly, the Operationalization of this Reserve began in 2015, with the implementation of the Food Security Storage Support Project in West Africa funded by the European Union. It is important to mention that the Regional Security Food Reserve is made of grains such as millets-sorghum, maize, rice, enriched cereals and”garri” (milled cassava), which is often used to support ECOWAS Member States when they are facing food crisis.

2. Therefore, the ECOWAS Commission, on behalf of the Regional Agency for Agriculture and Food (RAAF) hereby invites sealed bids for the supply and delivery of 1130 tons of cereals to the Regional Food Security Reserve as indicated below:

3. Bids SHALL be valid for a period of 120 days after Bid Opening and must be accompanied by a Bid Security (ORIGINAL Bank Guarantee) for each lot as indicated below:
● Lot No 1: The sum of US$1738 or its equivalent in one of the currencies of one of the ECOWAS member countries.

● Lot No 2: The sum of US$1,587 or its equivalent in one of the currencies of one of the ECOWAS member countries;

● Lot No 3: The sum US$5,244 or its equivalent in one of the currencies of one of the ECOWAS member countries;

The Bid Security SHALL REMAIN VALID for 150 Days.

4. The three (3) lots are distinct and indivisible, and the contract will be awarded per lot. Interested bidders with the requisite qualification and experience may bid for one (1) or for more than one (1) lot.

5. The Bidding Document is only obtainable upon submission of a written request and payment of one hundred US Dollars (US$100) only by Cash or Bank Draft made in favour of ECOWAS Commission, Abuja. The acquired land which is specifically located along the Lagos – Ikorodu road enroute Ikorodu is projected to be made up of Residential. Commercial Tourism and Entertainment Uses.

The Project is proposed to solve the challenges of Housing deficit within the State which arose from its ever growing population, open up the hinterland for development and attract Investors, both foreign and local, which will subsequently boost the economy of the State.

1. The Federal Government of Nigeria allocated funds Federal Government College, Okposi, Ebonyi State in the 2020 Appropriation for the execution of policies Programmes and projects towards achieving the mandate of the College Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects.

(iv) Evidence of Current Industrial Training Fund (ITF) Certificate valid till 31st Dec, 2020;
(v) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st Dec, 2020;
(vi) Evidence of Registration on the National database if Federal Contractors and Suppliers by submission of interim Registration Report (IRR) expiring on 31/12/2020 or valid certificate issued by BPP;
(vii) Current Sworn Affidavit disclosing whether or not:
(a) Any officer of the relevant Committees of FGCOKPOST or the Bureau of Public Procurement is a former or present Director, shareholder or has any precursory interest in the bidders and confirm that all information presented in its bid are true and correct in all particulars;
(b) The company is in receivership, insolvent or bankrupt, and;
(c) The company has any Director who has ever been convicted in any court in Nigeria or other country for criminal offence in relation to fraud or financial impropriety;
(vii) Evidence of Financial Capability to execute the job by submission of Reference Letter from a reputable commercial bank with willingness to provide credit facility for the execution of the project when needed;

(x) Verifiable documentary evidence of at least (3) similar jobs successfully executed in the last five (5) years including Letters of Awards, Valuation certificate and/or job Completion Certificates and photographs of the projects;
(xii) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contract Address, Telephone number(s) (preferably GSM No.) and e-mail address(es) and official Company’s address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENT
Interested and competent Bidders are requested to collect Standard Bidding Document (SDB) from the office of the Vice-Principal (Special Duties), Federal Government College, Okposi, on evidence of payers of a non-refundable tender fee of N10,000.00 per lot into Federal Government College, Okposi, Ebonyi State Remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids only in Ms Excel format, bid for desired it in two (2) sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”. The Two envelopes should be enclosed in the larges envelope labelled with the project name at the top right hand corner and the company’s name behind and addressed to:
