The Ogun State Government through the Federal Government of Nigeria has applied for a credit from the International Development Association (hereinafter referred to as IDA)/World Bank towards the financing of the OGUN STATE ECONOMIC TRANSFORMATION PROJECT (OGSTEP). The Project Implementation Unit of OGSTEP intends to apply part of the proceeds of this credit to payments under contracts for the Consultancy Services listed above.

The consulting services for these three (3) roles will support the development of strong, constructive and responsive relationships that are important for successful management of OGSTEP to increase the participation of the private sector in the economy of Ogun State with a focus on improving the business-enabling environment, strengthening agri-food value-chains and upgrading skills.

Sustainable Energy for All (SEforALL) is launching a procurement tender to identify an organization, or consortium of organizations, to help develop Integrated Energy and COVID-19 Vaccine Distribution Plans for the governments of Nigeria and Sierra Leone. Further details are provided in the attached terms of reference in Annex I and II.

SEforALL will be hosting a pre-bid conference call, on Thursday, 7 January 2021 at 16:00 CET Vienna, Austria. The Project Manager for this assignment will provide participants with an overview of the assignment and answer any questions you may have. If you would like to join the call, please send a request to procurement@seforall.org by Wednesday, 6 January 2021 to receive the meeting invitation and details. 1.0 BACKGROUND
1.1 The Federal College of Education (Technical), Umunze, Anambra State is a beneficiary of the Years 2019-2020(Merged) Tertiary Education Trust Fund (TETFund) Annual intervention.
1.2 Accordingly, and in line with the provisions of the Public Procurement Act 2007, the College is desirous of undertaking a prequalification and tender exercise for the under listed project under the Years 2019-2020(Merged) TETFund Annual Intervention. Consequently, the College wishes to invite reputable interested contractors/companies to submit their technical and financial bids for the under listed project:

3.0 COLLECTION OF BIDDING DOCUMENTS
Bid documents containing full specifications etc. to be collected from the Procurement Department between 9am and 4pm daily, Monday to Friday upon the presentation of original receipt for the payment of Ten Thousand Naira (N 10,000.00) tender fee for the project paid into the FCE (T) Umunze’s Remita Account in any reputable commercial bank in Nigeria.

4.0 SUBMISSION GUIDE FOR BID DOCUMENTS
Two bound copies each of the technical and financial bids are to be separately sealed in different envelopes indicating the project name and code and both the financial and technical bids are then to be enclosed in one sealed large envelope indicating the name and code of the project bidded for and addressed to:

PMB 0189, Anambra State.
The sealed documents are to be dropped in the Tender box stationed in the Procurement Department, Federal College of Education (Technical) Umunze, Anambra State (Campus one) not later than 12noon on Monday 25 January, 2021

5.0 OPENING OF BID
Only the technical bids will be opened immediately after the deadline for submission at the College Council Chamber at 12noon at Campus one.
Please ensure that you sign the Bid Submission Register in the Procurement Department of Federal College of Education (Technical). Umunze as the College will not be held liable for misplaced or wrongly submitted bids.

1. BACKGROUND
a. The Enugu State University of Science and Technology (ESUT), Agbani, Enugu State is a beneficiary of the year 2020 Tertiary Education Trust Fund Annual Intervention.
b. Accordingly, and in line with the provision of the public procurement Act 2007, the University hereby invites interested and reputable contractors with relevant experience and track record to submit Technical and Financial bids for the project below:

3. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) for the above project from the office of the Director, Physical Planning Unit (DPPU), Enugu State University of Science and Technology, Agbani, from 8:00am to 4:00pm each day, Monday to Friday upon presentation of evidence of payment (receipt) issued by the Bursary Department of a non-refundable fee of ten thousand naira (N10, 000) only.

4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for lot; two (2) hard copies each of the Technical and financial bids with soft copy of financial bid only in MS Excel format, packed separately in sealed envelopes clearly marked as “Technical bid” or “Financial bid”. Therefore put the two sealed envelopes together in a bigger sealed envelope address to the Registrar, Enugu State University of Science and Technology (ESUT) Agbani and clearly marked year 2020 Tetfund Annual Intervention with the lot number and lot description. Furthermore, the reverse of each envelope should have the name and address of the bidder and dropped in the designated Tender box at the office of the Registrar, not later than 12noon on Monday, 25th January, 2021.

5. OPENING OF BID
The technical bids will be opened immediately after above the deadline for submission in the council chamber in the Administrative Building of the Enugu State University of Science and Technology (ESUT), Agbani, in the presence of bidders or representatives, while the financial bids will be kept un-opened.

6. GENERAL INFORMATION
a. Bids must be in English Language and signed by authorized official.
b. Bids submitted after the deadline for submission will be returned
c. All costs will be borne by the bidders
d. All pre-qualified bidders will be contacted at a later date for financial bid opening, while the bids of unsuccessful bidders will be returned unopened.
e. The University is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement Act 2007.

1. INTRODUCTION
This Invitation for tenders follows the approval in-principle of years 2017/2018/2019/2020 (Merged) Tertiary Education Trust Fund (TETFUND) PROJECT MANTAINANCE INTERVENTION.
The Polytechnic invites interested and competent Contactors to submit bids for the project named below;

3. ELIGLBILIY REQUIREMENTS
a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificate for the last three(3) years valid till 31st December, 2020, With minimum average annual turnover of N20 million;
c) Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
d) Evidence of current industrial Training Fund (1TP) Compliance Certificate valid till 31st December, 2020;
e) Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by BPP or a Copy of Interim Registration Report (IRR) expiring on 31/12/2020 as evidence of compliance with the requirements.
g) Sworn Affidavit
disclosing whether or not any officer of the relevant committees of Rufus Giwa Polytechnic or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that an information presented in its bid are true and correct in all particulars,
• That the company is not in receiving, bankrupt or insolvent.
• that the Company does not have any Director who has ever been Convicted in any court of Law in Nigeria or any other country tor criminal offence in relation to fraud of financial impropriety,
h) Company s Audited Accounts tor the last three (3) years-2017,2018, 2019,
i) Evidence of financial capability to execute the project by submission of reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j) Company s Profile with the Curriculum vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications: COREN, QSRBN, ARCON, CORBON etc,
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Completion Certificates and Photographs of the projects;
l) List of Plants/ Equipment with proof of Ownership/Lease;
m) All documents for submission must be transmitted with a covering/forwarding letter under the Company/firm’s Letter.
Head Paper bearing amongst others, the Registration Number (RC) 25 1SSUed by the Corporate Affairs Commission (CAC) Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect bid documents from the procurement Unit, Rufus Gwa Polytechnic Owo, Ondo State upon presentation of evidence of payment of non-refundable bid document fee of N10,000.00 for each project.

5. SUBMISSION 0F TENDER DOCUMENTS
Completed Technical and Financial bids are to be packaged in two separate envelopes. Each labelled Technical or Financial. The two envelopes should be enclosed in a large envelope labelled Technical and Financial Bids and name indicated at the top right hand corner of the envelope with the Company’s name written behind and addressed to the Rector, Rufus Giwa Polytechnic Owo, Ondo State. The documents should be deposited in the tender box at the Administrative Building of the Polytechnic not later than 12:00 noon on Monday, 25th January, 2021.
