SELECTION OF NON-GOVERNMENTAL ORGANIZATION (NGO)
EXPRESSIONS OF INTEREST

The Enugu State Government has received financing from Agence Francaise de Developpement (“AFD”), to support the Enugu Water Supply Project (‘The Project”). The Project aims to provide technical and investment assistance to Enugu State Government in an effort to reform the urban water sector, provide basic water services in the state capital and achieve financial viability for the Enugu State Water Corporation (ENSWC).

Enugu State Government intends to use part of the funds thereof for payments under the following services: “NGO Support for Design and Implementation of Information, Education and Communication (IEC) Campaigns for Enugu Water Supply Project to be based in Enugu State Water Corporation, No. 3 Constitution Road, GRA, Enugu.

The main objective of the NGO support is to design and implement information, education and communication (IEC) campaigns for Enugu Water Supply Project to ensure citizen support, participation and involvement leading to the achievement of the sustainability of the water supply services. The IECs will be designed to achieve the intended purpose and objectives of the project communication component under the institutional component of the project.

The Services of the NGO shall consist of: assistance to include support about the development and implementation of the tasks below or designing.
(i)      Increasing the Number of Connections to ENSWC Network
(ii)     Implementing Cost Effective Tariffs and Improving Bill Collection Efficiency
(iii)    Supporting and Promoting Installation of Meters
(iv)    Enhancing Customer Relations and Complaint Management
(v)     Promoting Gender Sensitive and Pro-Poor Interventions
(vi)    Promotion of Human Values based Water Sanitation and Hygiene (WASH) and Water Conservation Interventions in the City and Schools

The indicative implementation period shall be Twenty-Four (24) months and will be implemented by a reputable Non-Governmental Organization (NGO). The tasks include both design of IEC campaigns and extending implementation support to ENSWC.

The estimated man months for key experts is 15 man months and for non-key experts is 20 man months.
The NGO/joint venture shall have at least 10 years of experience in implementing similar assignments with the following partnership:
(i)      a large national or international NGO with proven experience in the water sector which could design and implement the activities,
(ii) an organisation, with preferably a representation in Enugu, which has a perfect and proven knowledge of local (social) context in Enugu and which could gather the support of the populations targeted by the project.

The Enugu State Water Corporation hereby invites Applicants to show their interest in delivering the Services described above

This Request for Expressions of Interest is open to:
(a)      Consulting Firms
(b)     Individual Consultants
(c)      NGOs
(d)     Joint Venture between NGO(s) and consulting firm(S)

Eligibility criteria for AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD – Financed Contracts in Foreign Countries” available online on AFD’s website: http://www.afd.fr

The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.

If the Applicant is a JV, the expression of interest shall include:
(a)      a copy of the JV Agreement entered into by all members, or
(b)     a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal.

In the absence of this document, the other members will be considered as Sub consultants.

Experiences and qualifications of Sub consultants are not taken into account in the evaluation of the applications.

Interested Applicants must provide information evidencing that they are qualified and experienced to perform those  Services. For that purpose, documented evidence of recent and similar services shall be submitted.

Determination of the similarity of the experiences will be based on:
(i)      The contracts size;
(ii)     The nature of the Services: Design and implementation of IEC activities in the Urban water sector, leading to provision of basic water services and achieve service sustainability.
(iii)    The technical area and expertise; Demonstrated experience and expertise related to stakeholder engagement communication tools, IEC campaigns/activities for increasing connections, cost effective tariffs, metering and improving bill collection efficiency, knowledge of customer and compliant management systems gender and pro-poor and WASH interventions etc;
(iv)    The location: Experience of working in similar geographical regions especially Enugu State;
(v)     The Client will also take into account for the evaluation of the applications the following items;
(vi)    Skills and availability of in-house technical back-up experts provided to the on-site experts;
