BACKGROUND
Heartland Alliance LTD/GTE (HALG) through the KP_CARE 1 project is working to mitigate the impact of HIV/AIDS on Key Populations and their sexual partners. This is carried out by working with CBO organizations, establishment of community centers, strengthening partnerships across sectors, communities, and related stakeholders. KP_CARE 1 provides comprehensive package of HIV prevention and treatment services, management of sexually transmitted infections (STI), and other ancillary services to KP groups using gender responsive human rights-based approach. Heartland Alliance LTD GTE (HALG) is currently seeking an experienced corporate body to conduct a gender analysis on the KP CARE 1 project in Lagos, Cross River and Akwa Ibom.

OBJECTIVES:
1. Identify the extent to which gender roles and norms affect access to and utilization of HIV continuum of care
a. Identify inequalities that may impede achieving the program goal.
2. Examine harmful gender norms and practices that affect sexual behavior, risk-taking, health seeking behavior, HIV disclosure and violence experience and perpetuation
3. Assess GBV response availability, adequacy, and quality of clinical and non-clinical post GBV services
4. Identify policies, laws and legal practices that discriminate against women, men and/or vulnerable populations and increase negative impact of HIV AIDS.
5. Examine the relationship between gender and access to income and productive resources including education, that may increase HIV infection vulnerabilities and access to HIV continuum of care and other health care services.

DELIVERABLES:
1. Work plan
2. Gender Analytical framework
3. Protocol that includes simple plan, timeline for fieldwork etc.
4. Questionnaires and tools (Discussion Guide and Interview questions for the different categories of respondents)
5. A Comprehensive gender analysis study report including findings and recommendations
6. Debrief On findings and recommendations

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the NQS 3.11.01 (Product/Service) category Network installation / Support service and 3.11.09 (Telecommunication Systems, Integration Installation / Support Services) categories in Nipex joint Qualification system (NJQS) database.

4. NIGERIAN CONTENT
COMPANY is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.

As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)

The Federal Government of Nigeria (FGN) has obtained a credit from the International Development Association- IDA (the “Bank”). This credit will be used to implement activities that will catalyze the process of economic diversification through the mining sector.

The implementing agency MMSD, through the Mineral Sector Support for Economic Diversification Project, intends to apply part of the proceeds for eligible payments under the contract for the engagement of a CONSULTANT FOR THE LOCAL CAPACITY BUILDING ON ENVIRONMENTAL MANAGEMENT FOR REGULATORS AND PRACTITIONERS IN THE NIGERIAN MINING SECTOR to which this request for expression of interest is issued.

The Consulting firm is required to (i) Organize and conduct workshops for the environmental regulators, mining operators and accredited environmental consultants; and
(ii) Organize local training program for MEC Technical Staff of the Ministry in pollution control, waste management, land degradation mines closure, and remediation plans and climate mitigation approaches with the view to enhancing their proficiencies
This assignment covers the following scope to achieve the objectives of the Consultancy:
(i) Review the existing legal and regulatory frameworks on environmental and social issues in mining.
(ii) Based on the existing framework, establish a model for synergy among FMEnv, MEC and NESREA to be presented at a workshop for adoption for implementation in Jos, Plateau State.
(iii) Assess the mining practice in Nigeria and conduct a workshop on best mining practices, with regard to safer mining and pollution free mines-field for 120 Mineral Titles Holders in each of the six geo-political zones of the country.
(iv) Conduct a capacity enhancement workshop for environmental consultants for effective preparation of statutory Environmental Protection and rehabilitation Program (EPRP), Fuel Storage Plan (FSP), Mine Closure and Decommissioning Plan (MCDP) and Community Development Agreement (CDA) in Abuja, Nigeria, using the extant guidelines and other pertinent tools.
(v) Organize local training programs for technical staff of the Mines Environmental Compliance (MEC) Department in the following areas:
Mines Pollution Control, Environmental Management, Environmental Auditing, Waste Management, Effective compliance monitoring, and enforcement approaches, and Climate change mitigation practices.
(vi) Conduct vulnerability assessment of climate change on mining in Nigeria and recommend appropriate mitigation measures.
(vii) Conduct Strategic Environmental Assessment for the development of low-carbon minerals in Nigeria and render technical assistance for domesticating climate-smart mining in Nigeria.
(viii) Develop a set of environmental instruments for monitoring and appraising the environmental performance of artisanal mining operations in Nigeria
In carrying out the expected tasks, the adviser is expected to collaborate with the MMSD and its relevant departments and agencies.
