The U. S. EMBASSY ABUJA has a requirement for a contractor to install radio tower in a residential compound, located at Plot 5, Osara Close, Off Rima Street, Maitama, FCT, Abuja as per statement of work to (be provided at the venue). You are invited to submit a quotation.

The Embassy plans to award a purchase order. You are encouraged to make your quotation competitive. You are also cautioned against any collusion with other potential offerors with regard to price quotations to be submitted. The RFQ does not commit the American Embassy to make any award. The Embassy may cancel this RFQ or any part of it.

The evaluation criteria for this requirement will include price, technical acceptability and past performance and as listed in the appropriate sections of the solicitation package. Please read the RFQ carefully, and if you are interested, submit your quotation.

Please note the Following:

  1. Please include delivery/performance schedule, specifications, samples/pictures/complete drawings, (where applicable), along with your quotes/proposals.
  2. Offerors/Vendor must state BOLDLY if offering an alternative approach.
  3. All responses and quotes on this RFQ MUST have the following subject line ‘RFQ # PR9975044 FOR INSTALLATION OF RADIO TOWER AT SANTA FE COMPOUND
  4. Proposals must be in only two attachments (financial proposal & technical proposal) and sent to the Contracting Officer at Abujaprocurement@state.gov

  6. Due to new Government requirement for offerors to comply with the new National Defense Authorization Act (NDAA) in accordance with FAR 52.204-24, FAR 52.204-25 and FAR 52.204-26, please you are required to complete the attached form and send along with your quote. Any offer not accompanied by this form will NOT eligible for award.

INVITATION FOR EXPRESSION OF INTEREST FOR THE ACQUISITION OF FIVE (5) NATIONAL INTEGRATED POWER PROJECT (NIPP) PLANTS

1. In continuation of the ongoing reforms of the Nigerian Electricity Supply Industry and consistent with the Nigerian Electric Power Policy and Electric Power Sector Reform (EPSR) Act 2005, Board of Directors of Niger Delta Power Holding Company (NDPHC) and the National Council on Privatisation has approved the sale of five (5) generation companies located in Kogi, Edo, Cross River, Ondo and Ogun (constructed under the National Integrated Power Project (NIPP)), through a Competitive Bidding process.

2. These five in-service generation plants are known and referred to as: Geregu Generation Company Ltd; Benin(lhovbor) Generation Company Ltd; Calabar Generation Ltd; Omotosho Generation Ltd; and Olorunsogo Generation Company Ltd respectively have the following gross installed capacities at ISO conditions; 506MW, 507MW, 634MW, 513MW and 754MW respectively.

3. As part of this exercise, the BPE, on behalf of the NDPHC hereby invites Prospective Investors to express interest in purchasing 100% shareholding in ANY generation company. Prospective Investors are expected to submit separate Expressions of Interest (Eol) for each Generation Company.

4. Each Bidder must be an experienced power generation company (i.e. a company that owns and/or operates utility size power plants). In case of a consortium at least one of the consortium members must be an experienced power generation company (the “Technical Partner”). The Technical Partner shall be responsible for providing operation, maintenance and management services under a long term Agreement.

5. Method of Application – Prospective Bidders should register their interest in writing on the company letterhead duly signed by the authorized person. The original should be submitted in person or mailed to BPE address. The interest letter should also include at least the following information:
(a) Full name of the Prospective Investor postal/contact address, telephone/mobile, e-mail and contact person.
(b) A description of main business activity.
(c) Intangible Net Worth.

6. Prospective Bidders will be issued a Pre-Qualification Instructions and Criteria document as well as an abridged Information Memorandum. Such interested bidders are requested to contact the Bureau through this email; nipp@cpcsventures.ca

7. Method of Submission of Expression of Interest:
An original and five (5) other printed copies of Expression of Interest and one digital copy in PDF format stored on a readable digital media, contained in one sealed envelope and the cover of the envelope clearly marked with the name of the Prospective Investor shall be delivered by hand to the under mentioned name and address clearly marked “EOI NIPP (Plant Name) Transaction” at the top right-hand corner not later than Wednesday, June 30, 2021 by 1.00pm Local time.
