REQUEST FOR PROPOSALS
INVITATION FOR SUBMISSION OF PROPOSALS TO DEVELOP A FEASIBILITY STUDY AND BUSINESS PLAN PURSUANT TO THE ESTABLISHMENT OF AN EXPORT TRADING COMPANY (ETC)

1. The Nigerian Export Promotion Council (NEPC) is Nigeria’s apex institution for the promotion, development, and diversification of exports. NEPC has over the years worked to achieve its mandate by:

(a) coordinating and harmonizing export development and promotion activities in the country.
(b) taking the lead in all national export programs
(c) interfacing with international trade agencies on cooperation and capacity building

2. Under the Federal Government of Nigeria’s Nigerian Economic Sustainability Plan (NESP), the NEPC is implementing the Export Expansion Facility Programme (EEFP), to expand the non-oil export base and actualize its flagship Zero-Oil Plan.

3. Through its initiatives, the EEFP seeks to significantly grow Nigeria’s capacity in non-oil exports and provide a sustainable path to reducing dependence on crude oil revenues.

4. One of the key interventions of the EEFP is the creation of an Export Trading Company (ETC) in Nigeria to expand the volume and value of export transactions in Nigeria.

5. The ETC will be set up as a profit-oriented, independent entity to operate as a large trading enterprise primarily for the promotion and marketing of Nigerian non-oil exports that meet the objectives of the Zero Oil Plan. It is proposed that the ETC will initially focus on a limited number of non-oil export commodities that the country has comparative advantages and earns/has the potential to earn significant foreign exchange.

6. Pursuant to this objective, applications are hereby invited from suitably qualified firms to prepare a Feasibility Study and Business Plan for the proposed ETC.

7. Method of Application: Interested firms should submit their proposals on the company letterhead, duly signed by an authorized person. The proposal should include at least the following information:
(a) Approach for delivering the work
(b) Company track record & experience
(c) Credentials of key delivery personnel
(d) Delivery timeline
(e) Fees and payment terms
