TENDER NOTICE
CENTRAL BANK OF NIGERIA ON BEHALF OF DMO OFFERS NIGERIAN TREASURY BILLS

Notice is hereby given by the Central Bank of Nigeria on behalf of DMO that the Federal Government of Nigeria Treasury Bills of 91, 182 and 364-day tenors amounting to N12,459,707,000; N25,372,322,000 and N71,598,126,000 respectively would be issued by Dutch auction on Thursday, July 15th, 2021.

All Money Market Dealers should submit bids through the CBN S4 WEB INTERFACE between 8.00 a.m. and 11.00 a.m. on Wednesday, July 14, 2021.

Each bid must be in multiple of N1,000 subject to a minimum of N50,001,000. Authorized Money Market Dealers can submit multiple bids. A bid may be for authorized Money Market Dealers own account, non-Money Market Dealers or interested members of the public. The result of the auction would be announced by 1.00 p.m. on Wednesday, July 14th, 2021. The Bank reserves the right to reject any bid.

INTRODUCTION
BEDC Electricity Plc has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.

SCOPE OF WORKS

LOT/BEDC/LINES/1 Re-conductoring of existing 132KV Ughelli-Effurun Single Circuit transmission line (10km)
LOT/BEDC/LINES/2 Re-conductoring of existing 132kV Oshogbo – Akure Single Circuit transmission line
LOT/BEDC/SS/1 Replacement of 3No 132kV and 9Nos 33kV Current transformers andReplacement of differential relay at Oghara 132/33kV Substation
LOT/BEDC/SS/2 Installation of 2x33kV Feeder bays at lhovbor 132/33kV Substation.
LOT/BEDC/SS/3 Replacement of faulty grounding on 1x40MVA, 132/33kV andReplacement of differential relay and surge Arrester on 1x40MVA transformer at Okada 132/33kV Substation
LOT/BEDC/SS/4 Replacement of faulty 1x30MVA, 132/33KV Transformer, andInstallation of 1x60MVA power transformer at Afiesere 132/33kV Substation.
LOT/BEDC/SS/5 Replacement of 1x150MVA, 330/132kV Power Transformer,Upgrading of 2x60MVA with 2x100MVA, 132kV/33kV Power Transformers and Installation and Commissioning of additional 233kV Feeder Bays at Asaba 330/132/33kV Substation.
LOT/BEDC/SS/6 Supply of:2No 150/165 MVA, 330/132/33kV Power Transformer 2 No 100/125 MVA, 132/33kV Power Transformer 2 No 60/66 MVA), 132/33kV Power Transformer1 No. 60/66 MVA, 132/33kV Mobile power transformer

ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are invited to participate in the prequalification exercise by submitting the following pre-requisite requirements:
(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms (CO2 and C07).
(b) Current Tax Clearance Certificate for the past three years valid till Dec. 2020
(c) Three years Company Audited Financial Statement for the period of 2018-2020 duly stamped by a registered Audit firm.
(d) PENCOM Compliance Certificate valid till 31st December 2021.
(e) Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December 2021.
(f) Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2021.
(g) NEMSA Compliance Certificate valid till 31st December 2021.
For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements.
QUALIFICATION REQUIREMENTS
The under listed qualification requirements applies to All Applicants, including joint ventures;
(a) Minimum average Annual Construction turnover over the past three (3) years as shown below;
Two hundred and fifty Million Naira (NGN250, 000,000.00)
(b) The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements
(c) Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five years, including Completion and final Taking-Over Certificates from the Clients.
(d) Company Profile including:
• Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations.

SUBMISSION OF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.

Failure to provide information/supporting documents that is essential for the evaluation of applicant’s qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.
