INVITATION TO TENDER

INTRODUCTION
1. The federal college of education, Obudu River State, invites competent/qualified Contractors, suppliers and service providers to tender for the following capital projects:

2. SCOPE OF WORKS/SERVICES

CAPITAL PROJECTS: WORKS
Lot M1: Rehabilitation of internal Roads Network at Main Campus-phase 1
Lot M2: Rehabilitation of Admission/SIWES Block at Main Campus
Lot M3: Rehabilitation of Student’s Affairs Block at Main Campus
Lot M4: Rehabilitation of Guidance and Counseling (Psychology) Block

CAPITAL PROJECTS: NON-CONSULTANCY SERVICES
Lot M6: provision of  Internet Wireless Facilities plus one-year internet bandwidth subscription on both campuses

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of incorporation issued by Corporate Affairs Commission (CAC) WITH Memorandum and Articles of Association of the company along forms CAC1.1 or CAC 2 & 7; and up to date Annual Returns with CAC;
b. Evidence of current Tax clearance for the last three(3) years (2018,2019 and 2020) valid till December 31, 2021
c. Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15)
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate issued by BPP.
g. Sworn affidavit that:
i) Disclosing whether or not any officer of the relevant committees of the Federal College of Education, Obudu, Cross River State or the Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid ate true and correct in all particulars
ii) The firm is not bankrupt; and
iii) None of the directors is an ex-convict or bankrupt
h. Evidence of current Audited account of firm for the last three (3) years (2018,2019 and 2020)
i. Reference Letter from a reputable commercial bank in Nigeria, indication willingness to provide credit facility for the execution of the project when needed.
j. Documentary evidence of at least three (3) similar projects successfully executed by your company in the last five (5) years including scope of project, location of project, contract sum, letter of award and completion certificate
k. Company’s profile with list of staff, including curriculum vitae, and copies of academic/professional qualifications such as COREN, QSRBN, ARCON,CORBON etc.;
l. For Lot 6: the company must be licensed internet service provider approved by Nigerian Communication Commission (NCC);
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENTS:
Standard bid documents containing full specifications etc. to be collected from the office of the Secretary, Tenders Board (Head, Procurement Department) between 9am and 4pm daily of a non-refundable tender fee f N10, 000.00 only per lot, paid into Federal College of Education, Obudu’s TS a/c in any reputable commercial bank in Nigeria. Original receipt should be obtained from the Bursary Department.
