A. BACKGROUND AND OBJECTIVE
The Federal Government of Nigeria (FGN) has applied for a loan from the Africa Development Bank (AFDB) towards the cost for the Abia State Integrated Urban Infrastructure Development Project (ABSIIDP) – Phase 1 (Roads) and in intends to apply part of the proceeds for Consultancy Services for the CONSTRUCTION SUPERVISION OF THE CONSTRUCTION OF DESIGNATED ROADS IN ABA AND UMUAHIA AND TWO NUMBER GULLY EROSION CONTROL SITES IN ABA AND UMUAHIA UNDER THE ABIA STATE INTEGRATED URBAN INFRASTRUCTURE DEVELOPMENT PROJECT (ABSIIDP) PHASE 1 (ROADS)

ABSIIDP’s objective is to contribute to socio-economic development, poverty reduction through improved road transport infrastructure to reduce road maintenance costs, vehicle operating cost and travel time.

Therefore, the consulting services (“the Services”) include the design review and supervision of the construction works of designated roads in Aba and Umuahia and two Gully Erosion control sites.

The specific objectives of the assignment includes:
i. Design review to ensure correctness, completeness and compliance.
ii. Supervision of the Works Contract to ensure that the works comply with the approved design, drawings, specifications, conditions of contract and sound engineering practice.
iii. Preparation of BEME, Development of a confidential unit price analysis for each work item preparation of bidding documents in line with AfDB’s procurement policy.
iv. Preparation of tender documents including the Bills of Quantity.
v. Undertake and collect survey data on site and eventually correct the data and the design where necessary.
vi. Carry out supervision of the works contract to ensure that the works comply with the approved designs, drawing specifications, conditions of contract and sound engineering practice.
vii. Undertake 7 days classified traffic count before commencement of the road construction.
viii. To prepare monthly progress report for the works contract.
ix. Supervise maintenance activities during the defects liability period.
x. Preparation of final construction report, reviewing and approving as-built drawings prepared by the contractor
xi. Preparation of the project completion report (PCR) as per the Bank’s formats.
xii. Preparation of the certificates of works completed by the contractor to be certified by the ABSIIDP’s project Engineer.

The Abia State Ministry of Works now invites eligible consulting firms to indicate their interest in providing the services. Interested Consultants should provide the f information demonstrating that they have the required qualification and relevant experience to perform the services.

The shortlisting criteria are: Consultants registration certificate (brochures and company profile)
1. General experience of consulting form in the field of required specialty.
2. Consultants Educational and Professional Qualification Evidence showing technical and managerial capabilities of the firm.
3. Evidence and description of similar assignements executed with evidence of award (letter of award and/or contract agreements).
4. Evidence of registration with relevant authorities and professional regulatory bodies
5. Evidence of showing that form is a legal entity with evidence of CAC certificate.
6. Quality of proposal demonstrating deep understanding of objevtives, competencies and coherence of response.
7. Availability of appropriate skills among key staff presented for the assignment
8. Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa)

Eligibility criteria, establishment of the short-list and the selection procedure based on Quality Cost Based Selection (QCBS) method shall be in accordance with the African Development Bank’s Procurement Policy Framework, October 2015, which is available on the Bank’s website at
