EXPRESSION OF INTEREST (EOI) FOR FY2021 CAPITAL PROJECTS
1.0 INTRODUCTION
1.1. The Benin-Owena River Basin Development Authority (BORBDA), hereinafter referred to as “the Authority”, a Parastatal of the Federal Ministry of Water Resources, is desirous of executing her FY2021 Capital Projects. In compliance with the Public Procurement Act, 2007, the Authority hereby invites interested, experienced, and competent Consultants to submit tenders for Expression of Interest for the Implementation of the following projects:
2.0 SCOPE:
The scope of Services are as packaged into LOTs are as shown in the table below.

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1. 1 or CAC2 and CAC7. Business Name is also acceptable;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all Partners in case of Business Name) for the last three (3) years (2018, 2019 & 2020) valid till 31st December, 2021;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2021;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021 valid Certificate issued by BPP;
g. Company’s Audited Accounts for the last three (3) years (2018, 2019, 2020);
h. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each IV partner);
i. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Benin-Owena River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COMEG, QSRBN, ARCON CORBON, ANAN, ICAN, COREN etc.;
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of Awards, Valuation Certificates, job completion Certificates and Photographs of Projects;
m. Evidence of the Firm’s current Practice License issued by the relevant regulatory professional body(ies), eg. ARCON, COREN, QSRBN, ICAN, ANAN, COMEG, etc.;
n. For Audit Services: Evidence of Accreditation by the Auditor General of the Federation;
o. All documents for submission must be transmitted With a Covering/Forwarding Letter under the Company’s/Firm’s Letterhead duly signed by the authorized officer of the firm. The company’s letterhead must bear amongst others, the Registration Number (RC)as issued by Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No)and e-mail address. The Letterhead must bear the names and Nationalities of all the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms should submit two (2) bound Expression of Interest (EoI) documents duly signed, paginated, separated by dividers and arranged in the order outlined in 3.0 above. The reverse side of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 15th March, 2021.
4.1 Each sealed envelope of bidders for Expression of Interest should be addressed to:
