1. BACKGROUND
BLUEOCEAN PETROLEUM COMPANY NIG LIMITED, has secured approval to develop a Gas Distribution Network for Lagos Island. The Project codenamed Project Flow envisions to deliver Natural Gas to commercial, residential and Industrial Customers in Victoria Island, Lekki, Ikoyi and Epe Areas of Lagos. As part of the feasibility and engineering design phase of the project, the Project Promoters seek the services of a consultant to conduct a customer enumeration exercise for the identified areas.
