INVITATION FOR PREQUALIFICATION AND EXPRESSION OF INTEREST
1. INTRODUCTION
The Central Bank of Nigeria (herein referred to as “CBN” or “the bank”) is the apex regulatory authority of the banking system in Nigeria. The Bank seeks to enhance the efficiency of service delivery in the implementation of its procurement activities.
2. THE PROJECT
The Bank, in order to effectively deliver on its mandate hereby invites interested, competent and reputable service providers/contractors/suppliers with relevant experience and requisite expertise for prequalification to apply for the following supplies and consultancy services for implementation of its procurement activities:

3. REQUIREMENTS FOR SUBMISSION OF PRE-QUALIFICATION AND EXPRESSION OF INTEREST (EOI) DOCUMENTS
Interested qualified firms/contractors/service providers are required in line with relevant sections of the Public Procurement Act (PPA) 2007 and Bureau of Public Procurement (BPP) guidelines to submit the following documents for verification:
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7;
b. Certified true copy of the memorandum and articles of association
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years as at when due (such evidence should reflect the value of the projects undertaken by the company in the last 3 years);
d. Current Evidence of Pension Clearance Certificate from PENCOM
e. Evidence of Compliance Certificate with the provisions of Section 6(1)(3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011.
f. Evidence of registration with Financial Reporting Council of Nigeria (FRCN) for services
g. Sworn affidavit Disclosing whether or not any officer of the Central Bank of Nigeria or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all respects;
h. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024; or valid certificate issued by BPP;
i. Employee’s Compensation scheme (ECS) Compliance Certificate issued by the Nigeria Social Insurance Trust Fund (NSITF);
j. Comprehensive company profile including registered office, functional contact/domain email address, GSM phone number(s) with details of key manpower resources available including names and curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
k. Company’s Audited Accounts for the last three (3) years 2021, 2022, 2023 duly stamped by licensed external Auditors
l. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates;
m. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
n. Evidence of annual turnover of N500 Million for capital projects only.
4. SUBMISSION:
Prequalification or expression of interest responses must be submitted in one (1) original and two (2) copies in a sealed envelope clearly marked to indicate the respective assignment/ Lot at the top right corner and addressed to:

5. CLOSING DATE
All submissions must be received at the above office not later than 2:00pm on 6th November 2024. The submission will be opened immediately after the deadline.
6. IMPORTANT NOTICE
a. This invitation is open only to reputable companies/firms with clearly verifiable management and technical capacity and competency for the implementation of the respective assignments.
b. Nothing in this advert shall be construed to be a commitment on the part of the CBN
c. Only shortlisted companies/Firms will be invited to collect bidding documents and submit proposals as and when due
d. Failure to comply with the instructions and provide any required document(s0 may be automatically result in disqualification
e. Submission of false documents is an offence and will lead to disqualification and prosecution.
