TENDER OPPORTUNITIES: PROVISION OF DRILLING RIG AND ANCILLARY SERVICES IN OML 150 AND 153 SWAMP AND SHALLOW OFFSHORE OPERATIONS

1.INTRODUCTION
Continental Oil and Gas Limited and Conoil Producing Limited under Production Sharing Contract (PSC) with NNPC hereby invites interested and competent registered Nigerian Companies (DPR licenced and NCDMB registered) with suitable equipment and relevant proven experience to respond via Nipex NJQS portal to the tender opportunities listed in item 2 below for OML 150 and 153 Companies already registered and pre-qualified on the Nipex Portal for various services and having the relevant codes for the tender opportunity will automatically be included in the bid list and do not need to re-apply The proposed contract will commence in Q2, 2021 and remain active for Two year primary duration, followed by one-year extension option.

2.SERVICE REQUIREMENTS/SCOPE OF WORK
a.Provision of Swamp and Jack-up Drilling Rig (CONOG-PED/NAP.02/NIP.01) CATEGORY 3.04.01 (Swamp and Jack up Drilling Rig), Provision of 300 OHP land drilling unit and associated equipment including accommodation and office for at least 120 personnel, consumables Spare Parts Other related equipment and personnel.
b.Provision of Cementing and Pumping services (CONOG-PED/NAP.02/NIP.02 CATEGORY: 3.04.04 (Cementing and Pumping services): Provision of cementing and pumping services, associated tools and highly qualified specialist personnel, Cement materials and additives associated with commenting and pumping services. A pumping unit capable of carrying out all aspects of the proposed work Cement design, formulation and engineering services and Provision of Consumable/inventory spare parts
c.Provision of Coil Tubing and Pumping Services (CONOG PED/NAP.02/NIP.03) CATEGORY 3.04.37 (Coil Tubing and Pumping Services). As a minimum the contractor shall be responsible for the supply and provision of: Coiled Tubing and Nitrogen Lift Services, including colled tubing fishing services, Colled Tubing Comont Plug back Coiled Tubing Plug and Abandon (P&A) Coiled Tubing Perforation Colled Tubing Wellbore Cleanout. Coiled Tubing Zone Switch (WSO/ GSO). Coiled Tubing Cement Placement/ Squeeze. Colled Tubing Sand Consolidation Coiled Tubing Screen Deployment called Tubing Nitrogen Lift Operations, Cailed Tubing Fishing Operations Coiled Tubing Milling Services, Coiled Tubing Well Stimulation, Tubing Pickling and Solvent Soak, Colled Tubing Flowline acid/ solvent treatment. Other Coiled Tubing Services Nitrogen displacement, Consumables/spare parts: and Other related equipment and personnel.
d.Provision of Well Workover Unit Services (CONOG-PED/NAP.02/NIP.04) CATEGORY: 3.04.13 (Well Workaverunt Services:
e.Provision of Slickline Unit & Services (CONOG-PED/NAP.02/NIP.05) CATEGORY 3.04.24 (Slickline Unit & Services Provision of Slickline unit and associated personnel and services included but not limited to Scale Cutting, BHP Surveys Setting/Retrieving plugs, Installing / retrieving SCSSSVs, SSD operations, Fishing operations. f.Provision of Casing and Tubular Running Services (CONOG PED/NAP.02/NIP.06) CATEGORY 3.04.05 (Casing and Tubular Running Services: Provision of competent personnel and equipment required for tubular running services for all range of tubulars run in hole or pulled out of hole .
g.Provision of Wellhead Installation & Maintenance Services (CONOG-PED/NAP.02/NIP.07) CATEGORY: 3.04.23 (Wellhead Installation & Maintenance Services Provision of Brand-New Rated Wellhead equipment with standard API flange system in accordance with the API material class trims, Provision of competent personnel to install and test wellhead equipment and Provision of appropriate associated wellhead equipment, accessories and consumables

3. MANDATORY REQUIREMENTS:

All successfully pre-qualified suppliers in this category will receive invitation to Technical Tender (ITT).

4. NIGERIAN CONTENT DEVELOPMENT:
CONOG and Conoil, as indigenous Exploration and Production Companies in Nigeria, are to the development of the capabilities of Nigerian companies in compliance with the provisions of the committed Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 Tenderers are to note that they will be requested in the technical tender to provide details of the relevant strategy to ensure that they fully comply with the NOGICD Act. 2010 as provided at http://www.ncdmb.gov.ng/images/GUIDELINES/NCACT.pdf. Non-compliance will constitute a fatal flaw in all contract evaluations
●In light of the above, tenderers shall be expected by the Nigerian Content Development Monitoring Board (NCDMB) to:
●Provide a detailed and signed Nigerian Content Execution Plan describing how the tenderer intends to comply with the Nigerian content requirements of the role scope of work and responsibilities of all Nigerian companies and personnel that would be involved in executing the work.
●Demonstrate that the bidding entity is a Nigerian registered Company or indigenous Company with the provision of the following:
a.CAC registration Form (C02 & C07),
b. Evidence of registration with NCDMB NOGIC JQS.
●Demonstrate in-country capability by providing a detailed description of the location of in country committed facilities and infrastructure (assets, technical office, and administrative space storage, workshop, assembly area, laboratory in Nigeria, and evidence of a registered office address in Nigeria with a physical addresses (not P.O Box)
●Propose to deploy and utilize for the service a nominated Nigerian-owned drilling rig for the Provision of Swamp & Jack-up Drilling Rig (by owning or providing a binding agreement for a owned by a Nigerian third party)
●Demonstrate that in the case of a rig provider, it meets the following
a)a Nigerian company (that has demonstrated Nigerian-equity ownership in a land/swamp rig) is the bidding entity or is participating as a partner in the bidding entity, supported by an executed binding agreement in the case of a joint bid. Including submission of documented plan by the bidding entity (te, with cash flow analysis approved by a reputable Nigerian lending institution/bank) demonstrating at start of contract planned acquisition of 10% Nigerian equity ownership of the nominated drilling rig to be deployed and utilized for the service and increasing to 50% Nigerian equity within the duration of the contract when successful as preferred bidder and/or
b)Provide evidence of Nigerian partner (supported by an executed binding agreement)owning significant marine assets to support land, swamp or offshore drilling operations
●Provide corporate organizational and project/contract specific organogram with names and nationality of all personnel demonstrating compliance in 55% targets for Nigerian manning of key positions on the rig. plus significant utilization of in-country support services in the operations of rig while on contract.
●In line with the Nigerian Content Development Human Capacity Development Initiative, tenderers shall commit to providing project-specific training, man-hours, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
●Tenderers shall submit a procurement plan on how they will give first consideration to all consumables that can be sourced in-country from Nigerian subcontractors from whom such are procured from, with evidence of binding agreements. A list with the main goods, materials or consumables that are planned to be used in the contract. This list should differentiate consumables, goods, products, tools and equipment to be procured and used in the execution of the services within and outside Nigeria.
