INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE CONCESSION OF ASPHALT PLANT IN EKITI STATE UNDER PUBLIC-PRIVATE PARTNERSHIP (PPP) ARRANGEMENT

1.0 INTRODUCTION
In line with the strategic process of optimization of State-owned assets through Public-Private Partnership (PPP) initiatives, Ekiti State Government seeks to engage interested qualified and reputable private sector investors for the concession of an Asphalt Plant located in Ado-Ekiti.
The applicants must have proven and verifiable track records in successful ownership and or management of similar companies and must be ready to deploy the needed fund and managerial ability towards the successful transformation of the company within a short period of time.

2.0 SCOPE
The qualified private entity should be one with the capacity to expand the plant from its current production capacity of 20 tons per hour to at least 100 tons per hour, with a view to establishing commercial production for the plant. Under the planned concession arrangement, the qualified private sector partner will be granted concession rights to the asset over a 10-year period with the option of renewal subject to negotiation.

3.0 ELIGIBILITY REQUIREMENTS
The following requirements are to be submitted by interested firms:
(i) Evidence of Company Registration with the CAC;
(ii) Evidence of payment of Company Income Tax to FIRS for the last three (3) years;
(iii) Evidence of payment of Personal Income Tax by at least two (2) Directors of the Company (Limited Liability Company) or the Proprietor/Partner (Enterprise) for the last three (3) years;
(iv) Evidence of registration of business premises with Ekiti State Ministry of Trade and Industry;
(v) Company profile including a list of relevant professionals with respective professional bodies;
(vi) Evidence of Registration with Ekiti State Bureau of Public Procurement;
(vii) Evidence of successful completion of similar projects in the past i.e., letters of award of contract and certificate of completion; and
(viii) Evidence of financial capability to execute the project through submission of reference letter from a reputable commercial bank indicating willingness to provide credit facilities for the execution of the project when needed.
