REQUEST FOR EXPRESSION OF INTEREST (EOI) AND INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2024 CAPITAL PROJECTS AND ZONAL INTERVENTION/CONSTITUENCY PROJECTS

1. INTRODUCTION
The Federal College of Dental Technology and Therapy, Enugu is a Federal Tertiary Institution established in 1952 as a Centre of Excellence in Africa. The College has been re-established by Nigerian Law viz Act No. 8 of 2017 and granted the power to award degrees.

2. PROJECT DESCRIPTION

3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors and consulting firms/individual consultants wishing to carry out the projects listed under the three (3) categories above are required to submit the following documents in their technical bids/EOI, which will be subjected to verification
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7; Business name with form BN1 is also acceptable for services;
ii. Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
vii. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal College of Dental Technology and Therapy, Enugu or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• sworn affidavit of not having any director or the prospective company convicted for any offence relating to fraud or financial impropriety.
viii. Company’s Audited Accounts for the last three years (2021,2022 & 2023);
ix. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xii. Works: list of plants/equipment with proof of ownership/lease agreement notarized by court of law. xiii. Services: Evidence of firm’s current licence/Accreditation issued by relevant regulatory professional bodies such as Medical & Dental Council of Nigeria (MDCN), Centre of Management Development (CMD) for training;
xiv. Health and Medical equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the approved policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
xv. For supply of other equipment: Letter of Authorization as representatives of the Original Equipment Manufacturer (OEMs);
xvi. Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
xvii. Evidence of Remita payments for bidding documents; xviii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. NB: The above listed requirements shall form part of the Bids Evaluation criteria and non-compliance with any of the stated criteria shall result in automatic disqualification of the bidder. 4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the tender documents from the Procurement Unit in Federal College of Dental Technology and Therapy, Enugu upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) per lot, paid into Federal College of Dental Technology and Therapy, Enugu. Evidence of Remita payment should be included in the financial bid.

5. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
The completed Technical and Financial bids are to be submitted in two (2) copies each which will include one (1) original and one (1) copy. The documents should be in two (2) separate sealed envelopes clearly marked technical bid and financial bid and both sealed in a third envelope marked with the APPROPRIATE PROJECT TITLE AND LOT NUMBER at the top right-hand corner an addressed to the Rector, Federal College of Dental Technology and Therapy Enugu. The name & address of the company should be written at the reverse side of the envelope. All submissions are to reach the rector not later than 12:00 noon Thursday, 4th April, 2024.

6. SUBMISSION OF EXPRESSION OF INTERESTE (EOI)
Interested firms in consultancy services are to submit the Expression of Interest (EOI) for the each of the lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Monday, 18th March, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 18th March, 2024 and 12:00 noon on Thursday, 4th April, 2024 respectively, in the College conference hall, Federal College of Dental Technology and Therapy, Enugu in the presence of Observers, Bidders and their representatives while the financial bids will be kept un-opened. This advertisement serves as an invitation to Non-Governmental Organization (NGOs), Anti-corruption agencies and the public to witness the bid opening.

8. GENERAL INFORMATION
a) EOI/Bids must be in English Language and signed by an official authorized by the bidder;
b) EOI/Bids submitted after the deadline for submission would be returned unopened;
c) All cost will be borne by the bidders;
d) Bidders should not bid for more than two (2) lots.
e) The EOIs/Bids will be covered by video recording with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency;
f) Goods & works: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
g) Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals
h) Federal College of Dental Technology and Therapy Enugu not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
