REQUEST FOR QUALIFICATION (RFQ) FOR A PPP PROCUREMENT THROUGH A COMPETITIVE DIALOGUE PROCESS FOR THE 2ND PHASE OF THE HIGHWAY DEVELOPMENT AND MANAGEMENT INITIATIVE (HDMI)
1. INTRODUCTION
The Nigerian Federal Road Network totals approximately 35,000km in length, much of which is still in need of further expansion, and rehabilitation and is presently being hampered by limited budgetary allocations. The development of the Nigerian Federal road network presents an excellent investment opportunity for private sector participation. The Federal Government of Nigeria through the Federal Ministry of Works (FMV) is desirous of inviting interested firms or consortiums to participate in the prequalification process for the selection of concessionaires through a competitive dialogue. The terms and conditions for project implementation with selected concessionaires will be set out in the concession agreement to be mutually negotiated.
2. PROJECT OBJECTIVE
The overall objective of the selection process would be the successful procurement of a concessionaire with the technical competence, managerial capacity, and financial resources to expand, re-align, rehabilitate, operate, and maintain the road infrastructure for defined concession tenor for the optimal benefit the country. The FMW invites interested firms/consortia to participate in a value-added concession initiative. The initiative entails expansion (including interchanges where necessary) and rehabilitation of the entire right of way whilst maximizing its economic viability to ensure the long term sustainability of the initiative.
3. PROJECT SCOPE
The main scope of the HDMI projects for the 2nd Phase of the PPP scheme includes the expansion, realignment, rehabilitation, and maintenance of the existing road pavements and bridges; construction of interchanges and pedestrian crossings, construction and operations of tolling facilities; installation of weighbridges and operations; installation and operation of intelligent traffic systems for highway remote monitoring: physical patrol of the highway, provision of towing services, ambulance service. Trailer Parks and refuse management. Work must be done in accordance with the Nigerian and globally accepted standards and specifications. Others include the provision of directional signages, rest areas, highway illumination, etc. The 2th Phase scheme covers 30 strategic road corridors packaged into the following lots:

4. REQUEST FOR QUALIFICATION (RFQ) AND PROPOSAL (RFP)
Reputable and experienced private sector, prospective concessionaires are invited to indicate interest by responding to the RFQ under the 2nd Phase HDMI scheme. This RFQ is 5 the pre-qualification stage of the Competitive Dialogue PPP procurement process for the project. Interested private-sector parties are required to meet the eligibility requirements specified in the RFQ package and to submit an Outline Business Case for road corridors of their choice. No bidder shall submit more than four Bids. Short-listed concessionaires are then invited for interactive dialogue with the Project Sponsor FMW from which technical requirements and commercial drivers are agreed upon and adopted. Qualified parties shall execute a Non-Disclosure Agreement before being issued with RFP bidding documents.
5. ELIGIBILITY CRITERIA AND METHOD OF APPLICATION
Qualification of interested parties will be based on the following
a. Detailed company/consortium profile: A brief description of the company or consortium stating ownership, structure, business history, management/organizational structure, road development and operational capabilities, and any other relevant information.
b. Evidence of incorporation/registration
c. Letter of Intent (Consortium Agreement)
d. Evidence of financial capacity, illustrated by evidence of good financial standing/net worth Naira and Financial Letters of Support from credible financial institutions in support of the company or consortium’s ability to undertake the HDMI project with the sponsor, FMW.
e. Experience and Expertise of Key Personnel as illustrated by Curriculum Vitae (CV) of key management staff with relevant experience working in similar projects and at least 10 years in a relevant industry.
f. Experience/familiarity with Local Context
i. Delivery/financing of large-scale infrastructure;
ii. Knowledge of and familiarity with the Nigerian market and business environment is encouraged; and
iii. Knowledge of and familiarity with the relevant government agencies in Nigeria would be advantageous
Note that the eligibility criteria are as contained in the RFQ document, which interested parties MUST download from www.hdmi.works.gov.ng Clarifications/Inquiries may be sent via email to hdmi@works.gov.ng OR sent to the office of the Head, PPP Unit, FMW, Mabushi, Abuja.
Interested bidders shall be issued the RFQ Document, upon payment of a non- refundable fee of One Million Naira (NGN1, 000,000.00) into TSA Account using www.remita.com. Thereafter, submit/upload the requisite evidence during the RFQ Bid submission, which must be clearly marked.
6. METHOD OF SUBMISSION
The application shall be submitted electronically through the E-portal (https://hdmi.works.gov.ng/) The application shall also include the submission (via courier) of Five (5) printed and bound copies in a sealed and signed envelope marked “Name of Company/Consortia (HDMI/VAC/RFQ 002) VALUE ADDED CONCESSION INITIATIVE” to PPP Unit (Room A302), Block A, Federal Ministry of Works, Mabushi, Abuja. Please note that the dispatch receipt MUST be uploaded with the electronic submission. The E-portal will close for submission at 12:00 Midnight (GMT+1) on Wednesday, 31st July 2024. Application shall be opened immediately after the deadline for submission at 12:00 noon (GMT+1) on Wednesday, 31st July, 2024.
7. IMPORTANT NOTICE
a. Interested international parties are encouraged to partner with local firms in compliance with the requirements of the Federal Government of Nigeria’s local content development policy.
b. This notice shall not be construed to be a commitment on the part of the FMW to award any form of contract to any respondent(s) nor shall it entitle any organization submitting a document to claim any indemnity from the FMW.
c. The private party will bear the cost of preparation of the OBC at no risk to the grantor.
d. This notice supersedes our earlier advertisement of 8th March 2024 on the same subject in the Nation and Daily Trust newspapers and The Federal Tenders Journal of 18th March, 2024
