INVITATION FOR PREQUALIFICATIONS FOR THE DESIGN AND PRODUCTION OF SPORTING KITS, WEARS AND EQUIPMENT

INTRODUCTION

The Federal Ministry of Youth and Sports Development had on Tuesday, March 2nd 2021 conducted exploratory survey of indigenous capacity by advertising in the Nation, Day Trust, The Sun and Vanguard Newspapers for local production of sports kits to be identified. it was subsequently verified that local capacity to produce kits of international quality exist. In line with this, the Ministry intends to engage a local Manufacturer for Design and Production of Sporting Kits, Wears  and Equipment for 2020 Tokyo Olympic games.

SCOPE OF THE PROCUREMENT

Design and Production of various Sporting Kits, Wears and Equipment for 2020 Tokyo Olympic Games

ELIGIBILITY REQUIREMENTS

Interested Manufacturer should submit their Prequalification (Technical) documents properly addressed containing the following requirements:

i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018/2019/2020) and valid till 31st December, 2021;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2021;
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2020;
vi. Evidence of Registration on the National Database for Registration of the Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 issued by BPP;
vii. Verifiable evidence of Manufacturing Sporting Kits/Wears/Equipment within Nigeria (at some point, the Ministry Officials shall inspect the factory as part of criteria for prequalification);
viii. Evidence of kiting the National Team or Sports Federation, in local and/or international sporting events.
ix. A Sworn Affidavit:
 disclosing whether or not any officer of the relevant committees of the Federal Ministry of Youth and Sports Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that information presented in its bid are correct in all particulars;
 that personnel and components to be used in the production of these items shall form at least 60% composition of Nigerians to comply with the FGN’s policy on Local Content;
 that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceeding;
 that the company is not having any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
x. Unabridged Company Audited Annual Report for the past three years (2017, 2018, 2019);
xi. Evidence of financial capability by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the production of the sporting kits/wears/equipment when needed;
xii. Company’s Profile with Curriculum Vitae of Key Staff to be deployed for the production of these items;
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
xiv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of page, duly signed by the authorized officer of the firm.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS

Prospective bidders are to submit two (2) hard copies of the technical documents with soft copy in sealed envelopes and clearly marked as “Technical Bid”, addressed to The Permanent Secretary, Federal Ministry of Youth & Sports Development, Federal Secretariat Complex, Phase II, Bullet House, Shehu Shagari Way, Abuja. Furthermore, the reverse side of the sealed envelope should bear the name and address of the bidder and should be dropped in the designated Tender Box in the office of the Director, Procurement Department located on Room 521, 5th floor, Block E not later than 12:00 noon on Monday, 24th May, 2021.

OPENING OF TECHNICAL BIDS

The Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 24th May 2021 at the Permanent Secretary’s Conference Room, 2nd Floor, Block D. Please, ensure that you sign the Bid Submission Register in the office of Director (Procurement Department), Room 521, Fifth Floor, Federal Ministry of Youth and Sports Development, as the Federal Ministry of Youth and Sports Development will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Director (Procurement). Only accredited Professional Bodies, NGOs, Civil Society Organizations will be allowed to witness the public opening.
