GENERAL PROCUREMENT NOTICE (GPN) FOR YEAR 2024 CAPITAL INTERVENTION

1. INTRODUCTION
Federal Polytechnic Ngodo-Isuochi, Abia State was established in the year 2023 with a vision to be a world-class polytechnic producing middle and average manpower equipped in relevant skill towards meeting societal needs, hereby issue a general procurement notice to interested reputable, competent, experienced contractors for execution of the under-listed projects:

3	Procurement Of Laboratory Equipment (SLT)
4	Procurement Of Office Furniture And Equipment
5	Procurement Of Entrepreneurship Equipment
6	Procurement Of ICT Equipment
7	Procurement Of Operational Vehicles

3. Interested and eligible contractors, suppliers and vendors are advised to lookout for specific procurement notice (SPN) for various projects and goods mentioned above in the Federal Tenders journal, national dailies and notice boards.

5. ELIGIBILITY REQUIREMENT
Bids shall be evaluated based on criteria including but not limited to:
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7.
b. Evidence of Company’s Income Tax Clearance Certificate ) for the last three (3) years valid till 31st December 2024;
c. Evidence of Pension Clearance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2024 (this requirement is only applicable to bidder whose number of staff is 5 and above or bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024; or valid certificate issued by BPP;
g. For supply of equipment: Letter of Authorization from the Original Equipment Manufacturers (OEMs);
h. For motor vehicle’s procurement: only companies included in the automotive design and development council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
i. Works: list of plants/equipment with proof of ownership/lease agreement.

6. PLEASE NOTE
Federal Polytechnic Ngodo-Isuochi, Abia State reserves the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurements without incurring any liability to the bidder.
