ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR ENVIRONMENTAL & SOCIAL SCREENING OF THE ON-GOING EMERGENCY REHABILITATION WORKS IN TIER 2 STATES IN ABIA, ADAMAWA, ANAMBRA, BAYELSA, BENUE, GOMBE, IMO, JIGAWA, KANO, KEBBI, ONDO, PLATEAU & SOKOTO

The Federal Government of Nigeria (FGN) has received financing from the World Bank towards the cost of the Third National Urban Water Sector Reform Project and intends to apply part of the proceeds for the consultancy services for engagement of external audit firm.
OBJECTIVES OF THE ASSIGNMENT
The objectives of environmental and social safeguards due diligence are: (a) Carry out and Environmental and Social Safeguards Screening to determine the appropriate level of environmental and social impact assessment and management for the proposed sub-projects; (b) Where required for each of the site, prepare site specific Safeguards instruments namely; Environmental & Social Impact Assessments (ESIAs). Environmental & Social Management Plans (ESMPS) and Resettlement Action Plans (RAPS).
SCOPE OF ASSIGNMENT
The Scope of the Service will include but not limited to the following:
ï‚·Conduct site visits to the proposed sites in conjunction with the safeguards unit of the SPIU/FPIU and representatives of the relevant line MDAs and the Local Government Areas within which the sites are located.
ï‚·Administering of the Environmental and Social Screening Checklist (ESSC) as presented in the Environmental and Social Management Framework (ESMI) for the project;
ï‚·Determine the appropriate project categorization EA and World Bank safeguards policies triggered:
ï‚·Identify the severity of the environmental and social impact and also integrate relevant mitigation measures into the project preparation accordingly:
Identify relevant stakeholders, nature and extent of engagement for each stakeholder’s category, and
ï‚·Enhance the development of terms of reference for the safeguards instruments i.e ESMP
