KWARA STATE MINISTRY OF BUSINESS, INNOVATION AND TECHNOLOGY
INVITATION TO TENDER

1. INTRODUCTION
The Kwara State Ministry of Business, Innovation and Technology is proposing to construct an ultra-modern ICT Complex Hub in Shonga, Shonga Emirate, Edu Local Government Area of Kwara State, thus interested, reputable and competent contractors with relevant experience and good track records are hereby invited to submit Bids for the construction of ultra-modern ICT Complex Hub in Shonga.

2. SCOPE OF WORKS
The construction works include an ICT Complex, a Secretariat, a Guest Chalet and a Mosque.

3. ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).
ii. Evidence of Company’s tax Clearance for the last Three (3) years (2021, 2022 and 2023)
iii. Evidence of current pension Compliance Certificate valid till 31st December 2024
iv. Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December 2024
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December 2024
vi. Evidence of registration of Company with Kwara State Public Procurement Agency in the appropriate category
vii. Company Audited Accounts for the last three (3) years (2021, 2022 and 2023).
viii. Evidence of financial capability by submission of reference letter from a reputable Commercial Bank in Nigeria.
ix. Company’s profile with Curriculum Vitae of key staff including their Academic and professional qualifications.
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates, etc.

4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are expected to submit bids in two (2) hard copies each of the technical and financial bids packages separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelope in a bigger sealed envelope addressed to:
The honorable commissioner
Kwara State Ministry of Business, Innovation and Technology
P.M.B 1374, Ilorin
And clearly marked with (the name of the project).
Furthermore, the sealed envelope should bear the name and address of the company and dropped in the designated Tender Box located at:

Kwara State Ministry of Business, Innovation and Technology,
Ilorin.
Not later than 12pm of Wednesday 25th September, 2024 (Two weeks)

5. OPENING OF BIDS
The bid documents will be opened immediately after the deadline for submission at 12pm of Wednesday 25th September, 2024 in the conference room of the Kwara State Ministry of Business, Innovation and Technology will not be held liable for misplaced or wrongly submitted documents.

6. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the Company;
b. Bid submitted after the deadline for submission would be returned un-opened;
c. All cost will borne by the Bidders;
d. Bidders can submit through Post (Courier Services);
e. Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The Technical documents should have a table of content indicating the pages, which these items are to be found.
f. The Kwara State Ministry of Business, Innovation and Technology is not bound to pre-qualify any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
