EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF OPEN SOURCE SOLUTION FOR ELECTRONIC MEDICAL RECORD AND INVITATION FOR BIDS (IFB) FOR THE SUPPLY OF ICT HARDWARE AND MEDICAL COMMODITIES.

1.BACKGROUND
The Lagos State Ministry of Health (LSMoh) is a Principal Recipient (PR) for Integrated Global Fund Grant comprising of HIV/AIDS, Tuberculosis and Resilient Sustainable Systems for Health (RSSH). As the Principal Recipient, the Ministry of Health is legally responsible for the management of the integrated grant ensuring achievement of the programmatic results and accountability of the grant financial resources. To fulfill the mandate of the Principal Recipient, the Ministry of Health has established the Grant Management Unit (GMU) to carry out the functions of the PR. The Grant Management Unit works with other implementing units (TB, HIV, RSSH) within the LSMOH, Sub- Recipients (SRs) and other implementing partners in executing its mandate and ensuring that the grant is managed and implemented in compliance with grant agreement signed between the Global Fund and the Principal Recipient.

2.This National Competitive Bidding (NCB) process as specified by the State Procurement Guidelines is open to all bidders in the country as defined in the Guidelines-www.lagosppa.gov.ng.

3.SCOPE OF WORK
3.1.SCOPE OF WORK FOR DEVELOPMENT OF OPEN SOURCE SOLUTION FOR ELECTRONIC MEDICAL RECORD BASED ON OPENMRS
The chosen firm is expected to undertake the following tasks to Implement this pilot project at 10 hospitals with scaling up to additional sites later.
Requirements gathering & process re-engineering: This will involve the elicitation and assessment of current business processes and workflows of the designated facilities.
Deployment/Installation: This would generally involve deploying an instance of the EMR on a secured dedicated cloud hosting platform or a physical server and connect the system to the DHIS2 used on the national level.
Security: The solution should be deployed in Ubuntu operating system. It should be accessible over a public IP and a domain name and secured with an SSL certificate.
UAT and Training: This entails pseudo/live data population, user profile creation, end-user training and interaction with the EMR.
Go-live: Upon successful UAT, the next step would entail moving to a live/production environment. A back-up would be done, and data migrated on to the live environment. . Maintenance and support: These entail on-going support for the duration of the EMR life cycle.

4.GENERAL QUALIFICATION REQUIREMENTS FROM INTERESTED PARTIES
Evidence of Registration with Corporate Affairs Commission (CAC) with inclusion of Certificate of Incorporation and Articles of Association.
Company profile and organizational structure with full name of organization and contact person, postal address, telephone/fax numbers, and e-mail addresses.
Evidence of company tax clearance for the last 3 years (2017-2019)
