ASSIGNMENT TITLES: ENGAGEMENT OF NATIONAL AND STATES TPMS EXERCISE UNDER NASSP-SU
1. INTRODUCTION
The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the National Social Safety Net Coordinating Office under the Ministry of Humanitarian Affairs & Poverty Alleviation, and NASSCO (National Social Safety Nets Project Scale-Up) intends to apply part of the proceeds toward the Engagement of National and State Third Party Monitors under the NASSP-SU Program.
Third-Party Monitoring (TPM) Activities under the NASSP-SU Project, CSOs should possess necessary qualifications, skills, and experience in monitoring and evaluation, good governance, citizen engagement, and social accountability.
2. SCOPE OF SERVICE
For the TPM exercise the selected Civil Society Organizations will be responsible for reviewing and reporting on key areas of NASSP-SU implementation, including processes related to identification of Poor and Vulnerable Households (PVHHs), beneficiary selection, cash transfer payment delivery systems, grievance redress mechanisms, and other system strengthening and accountability activities

3. REQUIREMENTS FOR INTERESTED CSO
Prospective Vendors should submit Expression of Interest detailing the following Information as basis for pre-qualification:
a. Submission must be in bidder; English Language, and signed by an official authorized by the bidder;
b. Must submit an Expression of Interest (EOI) for “ONLY ONE LOT SEGMENTATION.”
c. CSOs must have a proven track record in project management and facilitation of service delivery on a large scale, preferably from government interventions or multilateral and bilateral organizations and NGOs In Nigeria:
d. CSOs should possess necessary qualifications, skills, and experience in monitoring and evaluation, good governance, citizen engagement, and social accountability:
e. National Lead CSOs must demonstrate a minimum of 5 years of operational presence, while Zonal Level CSOs should demonstrate 2 years of operational presence and experience in at least 2 states within their zone of interest;
f. CSOs must be registered with the Corporate Affairs Commission (CAC, other relevant bodies) as NGO/CSO and have been in existence/actively operating for a minimum of 5 years:- with clarity on Tax Clearance, Audited Account, Annual Turnover, etc; and
g. Experience working in hard-to-reach areas and capacity for national coverage.
4. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested CSOs and consultancy firms are invited to submit their EOIs in sealed envelopes marked as follows:
For CSOs: “Expression of Interest for NASSP-SU TPM Exercise”
The submissions should be addressed to the National Coordinator, National Social Safety Nets Coordinating Office (NASSCO), No. 76 Ali Akilu Crescent Asokoro Abuja, not later than (Friday June 28 2024 by 10 pm). The Terms of Reference for the exercise can be found on Website: www.nassp.gov.ng
5. OPENING OF EOI DOCUMENTS
Ensure to sign the Register during submission; Submissions are opened Immediately, Friday June 28 2024, by 10 am, NASSCO headquarters.
6. METHOD OF SELECTION
Firm shall be selected under the consultant qualification selection (CQS) Method as set out in Word Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, Revised November 2017, August 2018 and December 2020 available on www.worldbank.org.
